PRE2007-015 Application of Mr. Pino Spanu (Campbell Cafe), for Historic
Preservation Board Review of proposed exterior paint colors for the
Second Bank of Campbell Building, on property owned by Ms.
Karen Blancato located at 360 E. Campbell Avenue in the C-3-S
(Central Business District) Zoning District.
BACKGROUND
The applicant is proposing a new restaurant (Campbell Cafe) in the historic Second
Bank of Campbell Building (reference Attachment 1, Historic Resource Data Sheet)
located at 360 E. Campbell Avenue (reference Attachment 2, Metro Scan Data Sheet and
Location Map). The building was constructed in 1911 and is in the Italian Renaissance
Revival style. This building was previously occupied by Rico ' s Tacos. Prior uses
include Allie ' s Cafe and retail.
An interior tenant improvement for the cafe is being handled by the Building
Department.
PROPOSAL
The applicant is proposing two new exterior building colors: a very dark avocado green
(approaching black) and a medium olive green. The dark avocado green is proposed
for the building wainscot and small areas of the upper cornice details, and the medium
olive green is proposed for the wainscot top trim, window trim, decorative brackets and
overhanging cornice area (reference Attachment 3, Colored Elevation).
STAFF ANALYSIS
The building is currently entirely cream in color with dark brown painted wood
window mullions. The building exterior is white glazed brick. The only portions of
the building which are currently painted are the building wainscot, cornice and
window mullions. These are the only areas proposed for repainting.
Staff supports limiting the areas proposed for painting to only those areas which are
currently painted as once a material is painted it is extremely costly and unlikely that
the original material finish will be or can be successfully restored. Traditionally, Italian

Renaissance Revival style buildings are masonry left in its natural state, sometimes with
contrasting trim (most typically window trim).
