HPB-Outstanding Historic Prop - 2008ITEM N0.4 (new business) STAFF REPORT-HISTORIC PRESERVATION BOARD MEETING OF MAY 28, 2008 PLN2008-92 Consideration for recognition of Outstanding Historic Property Sutherland, William Maintenance for 61 Catalapa Lane (PLN2008-92) located in a R-1-6 & Merrill (Single-Family Residential) Zoning District. STAFF RECOMMENDATION That the Historic Preservation Board take the following action: Adopt a resolution, approving 61 Catalpa Lane for recognition of Outstanding Historic Property Maintenance 2008. DISCUSSION This historic property, known as the E.R. Kennedy House, is a recognized City of Campbell Landmark. Built in 1930 by Russell and Bessie Kenney, this house is a stunning example of Spanish Colonial Revival architecture. The two story house is signified by white-wash stucco siding and dramatic red-tiled hipped roofing. Other notable architectural features include flat, paned sash type windows with molded trim, arched doors and window facades, decorative wall tiling, wrought-iron elements, and a flagstone entryway leading to a front veranda. After the passing of the Kennedy's, the house was purchased and occupied in 1960 by Courtland Watson and Jeanette Gomes Watson, first female City of Campbell councilmember. In 2006, the house was purchases by its current owners, William and Merrill Sutherland. The Sutherlands have since brought the house into public view by removing and trimming much of the shrubbery that had previously concealed the house from the street; enhanced the property landscaping with the addition of a new lawn and foliage, and the pruning of existing redwood trees; and preserved and enhanced the exterior facade of the building by highlighting the decorative the work and wrought iron detailing. ANALYSIS Staff is supportive of recognition for Outstanding Historic Property Maintenance for 61 Catalpa Lane based on the following findings: 1. The property is a designated Landmark on the City of Campbell Historic Resource Inventory, and so therein is recognized and identified by the City of Campbell as a significant property for its architectural integrity, and civic and historic importance; 2. That the property owners of 61 Catalpa Lane have faithfully preserved and maintained the historic integrity of the Landmark known as the E.R. That the building and site maintenance described herein have furthered the purpose and intent of the Historic Preservation Ordinance of the City of Campbell and the policies and goals of the Historic Preservation Board; and 4. That recognizing the effort and measures taken by the property owners of 61 Catalpa Lane will further the preservation of this recognized landmark. Attachments 1. APPLICATION OF THE CITY OF CAMPBELL FILE NO. PLN2008- 92 After notification and public hearing, as specified by law, and after presentation by the Community Development Director, proponents and opponents, the hearing was closed. After due consideration of all evidence presented, the Historic Perseveration Board did find as follows, with respect to PLN2008-92: 1. The property is a designated Landmark on the City of Campbell Historic Resource Inventory, and so therein is recognized and identified by the City of Campbell as a significant property for its architectural integrity, and civic and historic importance; 2. That the property owners of 61 Catalpa Lane have faithfully preserved and maintained the historic integrity of the Landmark known as the E.R. Kennedy House; 3. That the building and site maintenance described herein have furthered the purpose and intent of the Historic Preservation Ordinance of the City of Campbell and the policies and goals of the Historic Preservation Board; and 4. That recognizing the effort and measures taken by the property owners of 61 Catalpa Lane will further the preservation of this recognized landmark. Based on the foregoing findings of fact, the Historic Preservation Board further finds and concludes that: 1. That the maintenance performed by the property owners of 61 Catalpa Lane is of a quality and caliber to give good reason for the City of Campbell to recognize it as outstanding; and that 2. No substantial evidence has been presented from which a reasonable argument could be made that shows that Outstanding Historic Property Renovation recognition will have a significant adverse impact on the environment. NOW, THEREFORE, BE IT RESOLVED, that the Historic Perseveration Board bestows Outstanding Historic Property Maintenance recognition (PLN2008-92) upon property owned by William and Merrill Sutherland located at 61 Catalpa Lane. Kennedy House; WHEREAS, this designated Landmark has been faithfully and dutifully maintained; WHEREAS, this designated Landmark was nominated for Outstanding Historic Property Maintenance by the Historic Preservation Board; WHEREAS, the Historic Preservation Board approved Outstanding Historic Property Maintenance recognition for the maintenance of this property completed in 2008; WHEREAS, the City of Campbell recognizes the substantial social, environmental, and civic importance of historic preservation; and has adopted a Historic Preservation Ordinance to protect and recognize historic and significant properties and structures; WHEREAS, the protection and recognition of the City's Landmarks and Historically Significant Properties enhances and preserves Campbell's history and character; and WHEREAS, this year is the City of Campbell's sixth Anniversary as a Certified Local Government, which is a state recognition for local governments that actively identify, register, and preserve historic properties, and WHEREAS, this month, the month of May, is the fourth annual celebration of National Historic Preservation Month. NOW, THEREFORE, BE IT RESOLVED, that the Historic Preservation Board and the City of Campbell express their sincerest appreciation to William and Merrill Sutherland for their outstanding care and maintenance of this beautiful and significant landmark property, and congratulate them on the first formal recognition of a private property for Outstanding Historic Property Maintenance in the City of Campbell.
