PLN2008-91 Consideration for recognition as an Outstanding Historic Property
Apri, Yin Renovation for 207 N. Central Avenue (PLN2008-91) located in a R-1-6
(Single-Family Residential) Zoning District.
STAFF RECOMMENDATION
That the Historic Preservation Board take the following action:
Adopt a resolution, approving 207 N. Central Avenue for recognition as an Outstanding
Historic Property Renovation 2008.
DISCUSSION
This historic property, known as the Louise and Edward Genasci House, is a recognized City of
Campbell Landmark. Built at the turn of the last century, this house is signified by its distinctive
architecture which builds upon the rural California Farmhouse style with borrowed elements of
the Queen Anne cottage style with decorative detail appointments from the Greek revival period.
The house's unique method of construction is also of note. Being one of the few remaining
examples of rural vernacular architecture in Campbell, it incorporates indigenous redwood
materials likely milled from the Santa Cruz Mountains.
This house underwent a full renovation which included the preservation of the original front
elevation windows, the replacement of all other exterior single-hung windows with new primed
pine-wood double-hung windows, restoration and repainting of the wood siding, a full reroof, a
foundation replacement, and interior improvements, including: a remodeled kitchen and master
bathroom, the addition of a new bathroom from an previous laundry room, the expansion of the
dining room area, refurbishing of the original claw foot bath tub and inclusion of period
moulding. The renovation also preserved an existing original two-story barn/shed structure on
the rear of the property.
This renovation added contemporary conveniences and amenities, accommodating a modest
level of modern-day living, while preserving and enhancing the historic integrity of this period
home. The craftsmanship and attention to detail highlighted by this renovation, as well as the
high quality of materials used, demonstrate a commitment to preservation. This renovation has
ensured the longevity of this Landmark structure.
ANALYSIS
Staff is supportive of recognition as an Outstanding Historic Property Renovation for 207 N.
Central Avenue based on the following findings:

1. The property is a designated Landmark on the City of Campbell Historic Resource
Inventory, and so therein is recognized and identified by the City of Campbell as a
significant property for its architectural integrity, and civic and historic importance;
2. That the property owner of 207 N. Central Ave. have faithfully preserved and restored the
historic integrity of the Landmark known as the Louise and Edward Genasci House;
3. That the renovation project described herein has furthered the purpose and intent of the
Historic Preservation Ordinance of the City of Campbell and the policies and goals of the
Historic Preservation Board; and
4. That recognizing the effort and measures taken by the property owner of 207 N. Central
Avenue will further the preservation of this recognized landmark.

One story house is rectangular and rests on a raised pier and mudsill foundation. A high hipped
composition asphalt shingle roof caps the structure. A wide shiplap wooden siding sheathes a redwood
balloon frame structural system. At one time there was probably a brick chimne}~ which has since
disappeared. Representative of the rural California Farmhouse cottage with Queen Anne architectural
elements, this house incorporates prominent details from the Greek Revival Period, circa 1885-1900. Most
notable among its design accents is the gable end of the building with a plain boxed cornice and eaves
extending partly around the corners. Simple paired, double hung sash windows are decorated by molded
lintels and bracketed slip sills. A detached 2-story wood frame 2-door barn with shed. addition to rear,
apparently original, and a small garden shed are related features to the house. The entire unit is
landscaped, fenced and is set back from the street. The integrity of the house remains basically intact,
however, there has been recent (c. 1930's) alterations to the front and rear porches by enclosing them.
Surrounding neighborhood houses indicate an open porch with turned posts and squared balustrade.

The house is identified with a person of local/historical significance. Louis Genasci and
son (Edward) were noted for their local civic contribution in the community of Campbell.
Louis Genasci had a general merchandise store in town during the 1920's selling
provisions, grain, feed, dry goods, men's furnishings, etc. Edward Genasci was an
electrical contractor for house and motor wiring with an office on 50 Rincon Avenue.
Edward also served as the volunteer Fire Chief for the Campbell Fire Department until
1941. After having served as Campbell's fire District Chief for 22 years, Chief Genasci
served as a civilian Deputy Fire Chief for the USNSA. The house at 207 N. Central Avenue
embodies a distinctive architectural style characteristic of the early c. 1900 rural
California Farmhouse borrowing elements from the Queen Anne cottage style with decorative
detail appointments from the Greek Revival Period. It is one of the few remaining valuable
examples of rural vernacular architecture representing an unique method of construction
and incorporating indigenous redwood materials which were more than likely milled in the
Santa Cruz Mountains. The house is located in one of the earliest sections of ~l-ie original
Benjamin Campbell Family property.

BEING A RESOLUTION OF THE HISTORIC PERSEVERATION
BOARD OF THE CITY OF CAMPBELL BESTOWING
RECOGNITION OF 207 N. CENTRAL AVENUE LOCATED IN
THE R-1-6 (SINGLE-FAMILY) ZONING DISTRICT AS AN
OUTSTANDING HISTORIC PROPERTY RENOVATION 2008.
APPLICATION OF THE CITY OF CAMPBELL FILE NO. PLN2008-
91.
After notification and public hearing, as specified by law, and after presentation by the
Community Development Director, proponents and opponents, the hearing was closed.
After due consideration of all evidence presented, the Historic Perseveration Board did
find as follows, with respect to PLN2008-91:
1. The property is a designated Landmark on the City of Campbell Historic Resource
Inventory, and so therein is recognized and identified by the City of Campbell as a
significant property for its architectural integrity, and civic and historic importance;
2. That the property owners of 207 N. Central Ave. have faithfully preserved and
restored the historic integrity of the Landmark known as the Louise and Edward
Genasci House;
3. That the renovation project described herein has furthered the purpose and intent of
the Historic Preservation Ordinance of the City of Campbell and the policies and
goals of the Historic Preservation Board; and
4. That recognizing the effort and measures taken by the property owners of 207 N.
Central Avenue will further the preservation of this recognized landmark.
Based on the foregoing findings of fact, the Historic Preservation Board further finds and
concludes that:
1. That the renovation work performed by the property owner of 207 N. Central
Avenue is of a quality and caliber to give good reason for the City of Campbell to
recognize it as outstanding; and that
2. No substantial evidence has been presented from which a reasonable argument
could be made that shows that Outstanding Historic Property Renovation
recognition will have a significant adverse impact on the environment.
NOW, THEREFORE, BE IT RESOLVED, that the Historic Perseveration Board bestows
Outstanding Historic Property Renovation recognition (PLN2008-91) upon property
owned by April Yin located at 207 N. Central Avenue.

WHEREAS, the protection and recognition of the City's Landmarks and Historically
Significant Properties enhances and preserves Campbell's history and character; and
WHEREAS, this year is the City of Campbell's sixth Anniversary as a Certified Local
Government, which is a state recognition for local governments that actively identify,
register, and preserve historic properties, and
WHEREAS, this month, the month of May, is the fourth annual celebration of National
Historic Preservation Month.
NOW, THEREFORE, BE IT RESOLVED, that the Historic Preservation Board and the
City of Campbell express their sincerest appreciation to April Yin for her outstanding
care and preservation of this beautiful and significant landmark property, and
congratulate her on the first formal recognition of a private property as an Outstanding
Historic Property Renovation in the City of Campbell.
