Heritage Tree Designation - 2007ITEM NO. 2 (new business) STAFF REPORT-HISTORIC PRESERVATION BOARD MEETING OF APRIL 25, 2007 PLN2007-57 Application for a Heritage Tree Designation (PLN2007-57) for amulti- Campbell, trunked (three trunks measuring 37, 34 and 25 inched in diameter, 51-year Norma old Saucer Magnolia tree on property owned by Norma Campbell at 37 Decorah Lane in a R-1-6 (Single-Family Residential) Zoning District. STAFF RECOMMENDATION That the Historic Preservation Board take the following action: Adopt a resolution, approving the Heritage Tree Designation for amulti-trunked (three trunks measuring 37, 34 and 25 inched in diameter, 51-year old Saucer Magnolia tree at 37 Decorah Lane. DISCUSSION The applicant has submitted an application for a Heritage Tree Designation for amulti-trunked (three trunks measuring 37, 34 and 25 inched in diameter, 51-year old Saucer Magnolia, located at 37 Decorah Lane. The Saucer Magnolia tree was planted in approximately 1956 by the original owner of the house. The date of planting was reported by Norman Campbell, current resident of 37 Decorah Lane. The Saucer Magnolia tree is 30 feet tall and has a canopy spread of 30 feet. If the Heritage Tree Designation is approved by the Historic Preservation Board, the City shall record the designation with the County Recorder's office and a copy shall be provided to the property owner and the Community Development Department. A listing of designated Heritage Trees and their locations shall be listed on the Historic Resources Inventory and maintained by the Community Development Department. ANALYSIS Staff is supportive of the Heritage Tree Designation for this tree based on the following findings: 1. It is one of significant age and/or girth in Campbell. 2. It was planted by the original owner of the house in 1956. Attachments 1. Letter from applicant, Norma Campbell, dated February 28, 2007. 2. Tree Record, dated April 6, 2007. 3. Resolution. Young Lind Acting Community Development Director February 28, 2007 To: City of Campbell Tree Preservation Committee My home was built in 1956, and was owned by the Wehner family. My Tree, a Saucer Magnolia was planted by them during the first year. The Tree has been part of the property now for 51 years. I feel this Tree gives beauty, shade and value to my home and to the City of Campbell. This wonderful Tree also gives to the atmosphere its ability to rejuvenate the air and when in bloom a wonderful light fragrance, not to mention being a nesting home on occassion to at least 3 hummingbirds, it also attracts other birds, butterflies and provides nectar for bees. Last year I looked out my front window to see a woman and child staring at my Tree. I went out to ask if I could help them in some way. She explained she had first seen the Tree a few years ago when she was looking at a home across the cul-d-sac, it was in bloom then as it was on this day and she wanted to see it again. She felt it was such a special Tree that she brought her daughter along to enjoy it. The Tree is not as grand and glorious this year as it has been in the past. I had to scale it down last year in order to put on a new roof. But by next year it should be close to its former self, all filled out and more beautiful than ever. I have lived with my Tree now for 30+ years, I have taken very good care of the Tree. This Tree will outlive me, as Saucer Magnolia's under good conditions live over 100 years, for this reason I am really hoping that you will agree that this Tree deserves the protection afforded to a Heritage Tree. APPLICATION OF THE CITY OF CAMPBELL. FILE NO. PLN2007-57. After notification and public hearing, as specified by law, and after presentation by the Community Development Director, proponents and opponents, the hearing was closed. After due consideration of all evidence presented, the Historic Perseveration Board did find as follows, with respect to PLN2007-57: 1. This multi-trunked, 51-year-old Saucer Magnolia tree, with diameters measuring 37, 34, and 25 inches is one of significant age and/or girth in the City of Campbell. 3. This multi-trunked, 51-year-old Saucer Magnolia tree, with diameters measuring 37, 34, and 25 inches was planted by the original owner of the house in 1956. Based on the foregoing findings of fact, the Historic Preservation Board further finds and concludes that: 1. The Saucer Magnolia tree is of significant size and age, and relates to the history of the residence. 2. No substantial evidence has been presented from which a reasonable argument could be made that shows that the Heritage Tree Designation will have a significant adverse impact on the environment. NOW, THEREFORE, BE IT RESOLVED, that the Historic Perseveration Board bestows Heritage Tree Designation (PLN2007-57) upon amulti-trunked, 51-year-old Saucer Magnolia tree, with diameters measuring 37, 34, and 25 inches on property owned by Norma Campbell located at 37 Decorah Lane.
