Dear Mr. Navone:
Thank you for your submittal of a preliminary application for asingle-story addition to
an existing home located at the above referenced address. The subject property is
presently zoned R-1-6/H (Single-Family Residential/Historic Overlay) and is
designated as Low Density Residential (less than 6 units per gross acre) on the City's
General Plan Land Use Map.
The addition and remodel of asingle-family residence within the R-1-6/H Zoning
District requires review by the Historic Preservation Board and approval of a Building
Permit; unless the Community Development Director finds that the change is
inconsistent with the architectural style and character of the structure. Staff is
supportive of the proposed project as it accommodates a modest level of modern-day
living while preserving and enhancing the historic integrity of this period home and
conforming to the current zoning development standards.
The Historic Preservation Board reviewed this project at their meeting on Apri126, 2006
and had the following recommendations:
1. That the existing roof line of the original home be maintained and not modified to
have a front facing gable oriented towards South First Street, as was requested in the
public meeting.
2. That the new addition incorporate architectural features from the existing home
which is described as "vernacular in construction with some influences of the
Craftsman style" and new complimentary rooflines on the addition.

3. That the existing mature Pepper tree in the rear yard area be protected as part of the
project.
The Planning Division completed the review of your preliminary application and has
the following comments regarding your proposal:
Utility Connection: Any modification to existing overhead utility lines or the existing
utility panel that serves the property shall require that the overhead utility lines be
installed underground per section 21.18.140 of the Campbell Municipal Code.
Alm: The alley will be required to be paved from South First Street to the western
property line of the project site as this will be the vehicle access to the new garage.
Parkin: The plans indicate that a washer and dryer will be located in the new garage.
The minimum inside dimensions for a covered parking space shall be nine feet by
twenty feet and this area must remain unobstructed from appliances or structures. The
minimum dimensions for the proposed uncovered parallel parking space shall be nine
feet by twenty-two feet.
Fencing: The building permit plans shall indicate the location, height and materials for
the proposed fencing for the project. The fencing material and type should be
compatible with the historic nature of the home and surrounding neighborhood. The
fencing shall also not obstruct the garage entrance or the uncovered parallel parking
space along the alley. Please reference the enclosed fencing requirements for height and
locational criteria.
Development Standards: Additions to existing homes must meet the current
development standards (i.e. setbacks, lot coverage, floor area ratio, height limit, etc.) of
the zoning district in which they are located. Since the property is zoned R-1-6/H, any
proposed addition must meet all the applicable development standards of the R-1-6
zoning district, regardless of the historic overlay. A deviation from the development
standards could only be accomplished through the approval of a variance; which would
not generally apply to this project as there are no unusual characteristics or features that
define the property. The building permit plans for the addition shall include all of the
information on the enclosed checklist, as well as any information required by the
Building Division.
Your preliminary application was distributed to the Public Works Department,
Building Division, Planning Division, and Fire Department. In addition to the Planning
Division's comments contained in this letter, please find enclosed comments from the
Public Works Department and Building Division. Please note that these corments are
meant to be preliminary.
