PRE2006-39 Application of Mr. Michael Navone for an addition to an existing single-
Navone, M. family home on property located in the Alice Avenue Historic District at
235 S. First Street in the R-1-6/H (Single-Family Residential/Historic
Overlay) Zoning District. This is a modified resubmittal of a previously
approved project.
BACKGROUND
The project was previously reviewed by the Historic Preservation Board at their meeting
on April 26, 2006 as application PRE2006-16. Attachment 1 is a copy of the plans
reviewed by the Historic Preservation Board in April. It proposed the expansion of the
one story home by adding one story room additions to the rear of the existing home and
the construction of a one car garage with additional parking in the rear. Since that time
the applicant has had a survey prepared for his property and found that it is 150 sq ft
smaller than originally thought. Given the small size of this parcel, the loss of 150 sq ft
affected the setbacks and design of the building. This current proposal is preliminary
and no formal application has yet been filed.
Proposal
The applicant is now requesting to construct atwo-story addition to the rear portion of
the home to accommodate additional living area and a new garage. The proposed
addition would maintain the existing home and the front facade as it currently exists with
additional square footage added at the rear of the home. Anew garage would be
accessed from the existing alley on the south side of the property. See Attachment 2,

District Regulations
The existing home is located within the Alice Avenue Historic District and is known as
the Hattie DePuy House. The home is in its original form and is consistent with the
historic development pattern of the neighborhood and contributes to the neighborhood
setting of the Alice Avenue Historic District. The property currently does not have a
garage for the existing home.
Zoning Ordinance Section 21.14.P. sets forth the requirements for review and approval
of construction or material change to a property in the Historic Overlay District. If the
Board agrees with staff's recommendation that the addition is consistent with the
existing home and the historic district, then no further review is necessary. However if
the Board finds the project inconsistent, the applicant will be required to apply for a
conditional use permit and the Board's recommendation will be forwarded to the
Planning Commission. This preliminary review would allow the applicant to make any
changes recommended. by the -Board to .allow this project to be reviewed as a
compatible modification to the structure, thereby not requiring approval of a use permit.
Applicable Zoning Ordinance requirements pertaining to building permits issued in
Historic Districts:
Conditional use permit required. Any exterior change in any structures, through
alteration or construction, which is determined by the community development
director to be inconsistent with the architectural style and character of the
structure(s) in an historic district, shall require the granting of a conditional use
permit as identified in this section.
Analysis
The property is located in R-1-6 Zoning District, with a Historic ("H") Overlay District
designation. This district is referred to as the Alice Avenue Historic District, and to date
is the only historic district to be designated by the City Council. The proposed addition
would not be required to meet R-1-6 Zoning District development standards as the
intent of the overlay district is to allow buildings to meet existing historic building siting
and construction patterns.
The homes in the Alice Avenue Historic District generally have an architectural style that
is described as "vernacular in construction with some influences of the Craftsman style
that had been popular in the early 1900's through the early 1920's" on the enclosed
inventory sheet (Attachment #1). The First Street area of the District is somewhat more
eclectic with a variety of additions over times that do not respect the original dwelling's
charm. The proposed addition focuses the new construction to the rear of the building
behind the ridge line of the existing roof leaving the existing front facade untouched. A
gabled roof on the new construction was proposed to match the existing roofline. The
most recent submittal shows a number of gables which staff believes is inconsistent
with the existing building and distracts from the overall appearance of the building. Staff
recommends an earlier exhibit that omits the gables in order to meet the code's
consistency requirement, Attachment #3.

The exterior stucco finish and few Craftsman style details of the original home would be
carried over to the proposed addition. The project accommodates a modest level of
modern-day living while preserving and enhancing the historic integrity of this period
home and conforming to the historic development pattern of Alice Avenue.
Staff has provided excepts from the General Plan and Zoning Ordinance pertaining the
City's policies for development in Historic Districts and/or that affect historic dwellings.
RECOMMENDATICSN
The community development director recommends that the Historic Preservation Board
find that this project, if constructed using gable rooflines as illustrated in Attachment 3,
follows the simple architectural style of the existing home and is consistent with the
architectural style and character of the structures in the Alice Avenue Historic District.
