Dear Mr. Meade,
This letter is in response to your April 13, 2010, request to receive decision-maker conceptual
comments on the possibility of introducing a new use at the subject property. You submitted a
Pre-Application to obtain those comments at a cost of $620.00. As discussed by phone, a Zoning
Verification is a more appropriate form of response to the question of whether the proposed use
may be established at a specific site. As a Zoning Verification letter fee ($205) is less than the
Pre-Application fee ($620), a refund of the difference will be forwarded to you.
Request:
You have requested a determination on whether the Alano Club West may be established on
property located at 131 Dillon Avenue, within the Planned Development (P-D) zone district.
In order to address your question, the City must first determine which use category describes the
Alano Club West. Per the information provided by your proposed use description and company
website, the Alano Club has been determined to be a "Membership Organization 1~'acility." As
defined in Section 21.72.020 of the Campbell Zoning Code, a Membership Organization Facility
means permanent, headquarters-type and meeting facility for organizations operating on a
membership basis for the promotion of the interests of the members, including facilities for:
business associations, civic and social organizations, labor unions and similar organizations,
political organizations, private clubs, professional membership organizations, private dubs, and
other membership organizations.
After determining that your organization is a Membership Organization Facility, staff researched
whether your proposed use is allowable at 131 Dillon Avenue. The subject property is zoned P-D

Development with a General Plan Land Use Designation of Commercial/Medium Density
Residential. In addition to the uses prescribed in the P-D zone district, the property is subject to
the South of Campbell Avenue (SOCA) Area Plan, which further specifies the allowable uses for
the subject area, The uses specified in the SOCA Area Plan are either permitted or conditionally
permitted as allowed within the General Commercial (C-2) zone district. I have enclosed copies
of the SOCA Area Plan and the C-2 (General Commercial) zone district regulations for your
review.
As your proposed Membership Organization Facility is neither a permitted or conditional use
within the C-2 (General Commercial) zone district, the establishment of a Membership
Organization Facility has been determined to be a prohibited land use. Within the City of
Campbell, the zone district that would conditionally permit Membership Organization Facilities
is the P-O (Professional Office) zone district. Membership Organization Facilities may also be
established with the approval of an Administrative Planned Development Permit or Planned
Development Permit only properties with both the Planned Development zone district
designation and the Professional Office General Plan land use designation.
