21.34.050 Submittal requirements.
Information to be provided. For all wireless telecommunications facilities, the applicant chap provide
the information listed below. Application for a wireless telecommunications facility shall. he made upon.
a form to be provided by and shall be submitted to the community development department. The number
and size of plans shall be determined by the community development director, who may tivaive certain
submittal requiremenu or require additional. information based on specific project factors:
A. Proposed wireless telecommunications facility plans.
1. Site plan. Provide a site plan, drawn to a measurable scale, showing the metes and. bounds of the
property, showing the location of existing features of the site including existing structures, roads,
landscaping, trees and other significant natural features. The site plan shall also show the location of
each new structure to be located. on the site including telecommunications antennas, base transceiver
stations, equipment cabinets and buildings and appurtenant structures including screening;
2. Elevations. Provide elevations of all proposed telecommunication structures and appurtenances anal
composite elevations from the street of all structures on site;
4. Section drawings. If applicable, section dra«-ings shall be provided to show the foundations/footings
of new structures and how they affect existing conditions, including landscaping;
5. Visual impact demoi~istrations. Using photo-simulations, photo-montage, story poles, elevations or
other visual ar graphic illustrations, provide a visual impact demonstration to determine potential visual
impact including proper coloration and blending of the facility with the proposed site. If the installation
is located where it is visible to the public, identify what elements of the proposed facility (including
screening) can be viewed by the public;
6. Landscape plan. Provide a landscape plan that shows existing vegetation, >lidieating any vegetation
proposed for removal, anal identifying proposed plantings by type, size, and Location. If deemed
necessary by the community development director, an arborist's report may be required to verify that the
existing landscaping will not be adversely affected by the installation of the facility. The arbor~ist's report
may recommend protective measures to be implemented during construction;
7. Miscellaneous and appurtenant structures. Show all facility-related support and protection measures

to be installed. "Phis includes, but is :not limited to, the location(s) and method(s) of placement, support,
protection, screening, paint and/or other treatments of the antennas, base transceiver stations, equipment
cabinets and buildings, cables, and other appurtenances to ensure public safety, ensure compatibility
with urban design., architectural and historic preservation principles, and harmony with neighborhood
character;
8. Other wireless telecommunication facilities. A plan showing telecommunication facilities of all
wireless telecommunications service providers within one thousand feet of the proposed site including
facilities located outside Campbell, if applicable.
B. Narrative.
1. Antennas. List the member of antemias and base transceiver stations and/or equipment cabinets and
buildings per site by your carrier and, if there arc other installations on a site, list the number by each.
carrier;
2. Location. Describe the location and type of antenna installations (stand alone rooftop, rooftop
attached to a mechanical penthouse or building facade) anal location of the base. transceiver station(s),
equipment cabinets and/or buildings;
3. Height. List the height from nearest adjacent grade to the top of the antem7as installation(s);
4. Radio frequency. List the Radio Frequency range in Megahertz and list the wattage output of the
equipment;
~. FCC compliance. Provide a description stating that the system, including the antennas and associated
base transceiver stations, equipment cabinets and buildings, conform to the radio-frequency radiation
emission standards adopted by the FCC;
6. Maintenance. Provide a description of the anticipated maintenance and monitoring program for the
antennas and back-up equipment, including frequency of maintenance services, back-up service plans
for disruption of service due to repair, testing, maintenance or monitoring activities;
7. Environmental assessment. Provide sufficient information to permit the city to make any required
determination under the California Environmental Quality flct (CEQA);
8. Noise/acoustical information.. Provide noise and acoustical information for the base transceiver
stations, equipment buildings and associated equipment (e.g., air conditioning traits and back-up
generators);
9. Site selection process. Provide a description explaining the site selection process inch:~ding
information. about other sites that were considered and reasons for their rejection. In addition, carriers
shall demonstrate that facilities have been designed to attain the minimum height required from a
technological standpoint for the proposed site.
C. Geographic service area. Identify the geographic service area for the subject installation, including a
map showing the site and the associated "nest" cell sites within the network. Describe the distance
between cell sites. Describe how this service area fits into and is necessary for the company's service
network.. L(lustrate the geographic area in which the facility could he located showing all other sites that
could be used for antenna location.
D. Prefen•ed location sites. Each application shall identify the locational preference, listed in Section
21.34.070 of this chapter, that the proposed facility is meeting. If the proposed location. is not a preferred
location, describe what preferred location sites are located within the geographic service area. Provide a
list (by address with assessor's parcel number information) and a map at 1:200 scale of all buildings/sites
within the service area; what good faith efforts and measures were taken to secure each of these
preferred location sites; describe why each site was not technologically, legally or economically feasible
and why the efforts were unsuccessful: and how and why the proposed site is essential to meet service
demands for the geographic service area and the citywide network.
E. Preferred mounting technique. Fach applicant shall identify the antenna mounting preference. listed
in Section 21.34.080 of this chapter, the proposed facility is meeting. If the proposed mounting
technique is not a prefened technique, describe what other mounting techniques are possible given the
geographic service area.:Provide a list (by address with assessor's parcel number information) and a map
at l :200 scale ol~all the buildings/sites within the service area; what good faith efforts and measures

were taken to secure each of these preferred mounting locations/sites; describe why each site was not
technologically, legally or economically feasible and. why the efforts were unsuccessful; and. how and.
why the proposed. site is essential to meet service demands for the geographic service area and the
citywide network.
F. Five-year plan. Provide a map showing how the proposed facility fits into the individual service
provider's network of existing and proposed. antenna sites. Each application shall include a free-year
facilities plan. The five-year plan shall include:
l . Type of technology. A written description of the types of technology to be provided to its customers
over the next five years, (e.g., Cellular, PCS, ESMR);
2. Radio frequencies. A description of the radio frequencies to be used for each technology;
3. Services. 1~he type of consumer services (voice, video, data transmission) anal consumer products
(mobile phones, laptop PC's, modems) to be offered;
4. All facilities. Provide a list of all existing, existing to be upgraded or replaced and proposed cell sites
within the city for these services by your company;
5. List of information. Provide a list of the five-year cell sites, with the following information:
a. List the cell sites by address and. assessors parcel number,
b. The zoning district in which the site is located,
c. The type of building and the number of'stories.
d. The name of the carrier (your company),
e. The number of antennas and base transceiver stations, equipment cabinets and buildings per site by
your carrier anal, if there are other installations on a site, list the number by each carrier,
f. Describe the location and type of antenna installation (stand alone rooftop, rooftop attached to a
mechanical penthouse or building facade) and location of the base transceiver station, equipment
cabinets anal buildings,
g. List the height from grade to the top of the antenna. installation(s), the radio frequency range in
megahertz and the wattage output of the equipment;
6. Undetermined location. if specific coil site location(s) are unknown, list the assessor's blocks, zoning
designation and maximum height of the zoning districts contained. within the geographic service area
you anticipate for each city neighborhood and identify each geographic service area with a number that
will correspond to the future cell site (e.g., site 1, site 2);
7. Five-year map. Using the city zoning map as a base, show the five-year cell. sites. if individual.
properties are not known, show the geographic service areas of the cell sites.
G. Cumulative effects. Identify the location of the applicant's antennas and back up facilities per
building and number and location. of other wireless telecommunication facilities on and near the
property; include the following:
1. Height. The height of all existing and proposed wireless telecommunications facilities on the
property, shown. in relation. to the height limit for the zoning district and measured from. grade;
2. Antennas. The dimensions of each existing and proposed antenna, base transceiver station,
equipment cabinet and associated building and back-up equipment on the property;
3. Power rating. The power rating for all existing and proposed back-up equipment subject to the
application;
4. Ambient radio frequency. A report estimating the ambient radio frequency fields for the proposed.
site;
5. 'Dotal. watts. The total number of watts per installation. anal the total number of watts far all
installations on the building (roof or side);
6. Facilities within one hundred feet. The number and types of wireless telecommunication facilities
within one hundred feet of the proposed site and provide estimates of the cumulative electromagnetic
radiation emissions at the proposed site.
H. Other permit requirements. The application information required. by Title 21 of the Campbell
Municipal Code for the particular permit sought by the applicant.
I. Fees. Payment of all filing fees and fees for processing and. monitoring the permit application as

established ~by the city council.
J. Independent review. The community development director is explicitly authorized, at: his/her
discretion, to employ on behalf of the city an independent technical expert to review any technical
materials submitted including, but not limited to, those required under this section and in those cases
where a technical demonstration of unavoidable need or unavailability of alternatives is required. The
applicant shall pay all the costs of such review including any achninistrative costs incurred by the city at
the time the application is filed. Any proprietary information disclosed to the city or the expert hired
shall remain confidential and shall not be disclosed to any third party.
K. Additional information. The community development director may require the applicant to submit
additional documentation prepared at the applicant's cost which the community development director
deems necessary to evaluate the proposed site or facility, including but not limited to, identifying
locations where a facility can be installed without prohibiting the service provider's ability to provide its
telecommunications service, information concerning the applicant's network of telecommunications
facilities, site selection criteria and radio frequency emission coverage.

21.34.060 General standards.
A. Community development director's discretion. In any instance where a telecommunications facility
requires an administrative site and architectural review permiC under this chapter, the convnunity
development director shall have the discretion to alteriatively require a use permit if the community
development director finds that the proposed project will have a substantial effect on the surrounding
area or is of sufficient size to warrant the consideration of the planning commission.
B. Cessation of operations. The service provider shall provide written notification to the community
development director upon cessation of operations on the site exceeding aninety-day period. The
service provider shall remove all obsolete or unused facilities from the site within one hundred eighty
days of termination of its lease with the property owner or cessation of operations, whichever comes
earlier.
C. New permit required. If a consecutive period of one hundred eighty days has lapsed since cessation
of operations, a new permit shall be required prior to use or reuse of the site.
D. hnpact on parking. The installation of wireless telecommunication facilities shall not reduce
required parking on the site.
E. Length of permit term. Use permits and site and architectural review permits for all wireless
telecommunications facilities shall expire five years after permit approval. Site and architectural or use
permits for wireless telecommunications facilities that exist on the effective date of the ordinance
codified in this chapter shall expire five years from that date or upon expiration of the permit term,
whichever is earlier.
F. Existing facilities. At the time an application. is submitted to allow an existing facility to remain, the
community development director shall determine if the design or changes in design, location or
configuration allow review as a stealth facility in compliance with Section 21.34.030 of this chapter. If
so, the application may be approved administratively as an administrative site and architectural review
permit and shall comply with the provisions of this chapter. Applications which do not meet the
definition of stealth facilities shall be reviewed for approval of use permit by the planning; commission.
All applications shall be reviewed for compliance with the requirements of this chapter.
G. Security required. Prior to issuance of any permits for new wireless telecommunications facilities,
or prior to renewing a use permit or a site and architectural review permit for an existing wireless
telecommunications facility, the applicant shall provide an irrevocable letter of credit or other reasonable
form of security, satisfactory to the city attorney, in an amount reasonably sufficient to cover the cost of
removal, for the removal of the facility in the event that its use is abandoned or its use permit or site and
architectural review permit expires or is terminated and the equipment is not voluntarily removed.
I-l. Upgrading of facility required. If technological improvements or developments occur which allow
the use of materially smaller or less visually obtrusive equipment, the service provider will be required

to replace or upgrade the approved facility upon application for a new use permit application to
minimize adverse effects related to land use compatibility, visual resources, public safety or other
environmental factors.
1. Business license required. Fach service provider with a wireless telecommunications facility in the
city shall obtain a city business license.

21.34.070 [,ocation of wireless telecommunications facilities.
Location preference for wireless telecommunications facilities should. he given to:
A. Industrial or commercial sites;
B. Facilities attached or sited adjacent to existing structures. Appropriate types of existing structures
may include, but not be limited to; buildings, telephone and utility poles, signage and sign standards,
traffic signals, light standards and roadway overpasses.
C. Sites that are not highly visible from adjacent roadways.

Background
Crown Castle LISA ("Crown") owns, operates and manages telecommunications towers and
infrastructure on behalf of wireless can-iers and customers throughout the United States. Un
January 12, 2007, Crown acquired the assets of Global Signal and consequently is notiv the
owrner and site manager of the stealth telecommunications facility at 1630 West Campbell,
Campbell.
The permit for this facility, PLN 2002-111 was a renewal of the original permit and was granted
for a five (5) year period. Unfortunately, as the new site manager, Crown was not aware of this
fact until the permit had expired. According to our records, the permit expired on April 21,
2o0s.
Request
Condition No. 2 of PLN 2002-1 1 1 requires the applicant to request an extension of the perrnit in
~~~riting. Because this facility has been determined by the Director to be a "stealth" facility, as
defined by the Wireless "l'elecommunications Ordinance, and because this is the second renewal
of the original zoning permit (CUP 96-17), Crown hereby requests that the city of Campbell
extend the existing permit for a period of a minimum often (10) years by issuing an
administrative approval. Craven submits to the city that the facility is in fact in compliance with
the original approval and. therefore its perrnit should. be extended per this request.
Crown would respectively paint out that in January 2007, Senate Bill 1627 became law. Senate
I3i11 1627 is codified as Sectian 6596 and Section 65850.6 of the Government Code. Section
65964(b) stipulates that no wireless permit may be issued for a period of time less than 10-years
unless substantial land use reasons are identified by the public agency. Clearly, Crown's
Campbell site, being a stealth facility, should be granted a minimum 10-year renewal team.

PLN2002-111 Application of Daniel Burke, on behalf of Sprint PCS, for approval of a Site
Burke, D. and Architectural Review Permit to allow the continued operation of an
existing stealth wireless telecommunications facility located at 1630 W.
Campbell Avenue in a C-1 (Neighborhood Commercial) Zoning District.
PROJECT DESCRIPTION
The project consists of the continued use of an existing telecommunications facility consisting of
one ground mounted monopole/lightpole and associated ground-mounted equipment located at
1630 W. Campbell Avenue.
The existing facility was approved by a Conditional Use Permit (UP96-17) on January 14, 1997
for a period of five years and expired on January 14, 2002. Since the approval in 1997, the City
has adopted a Wireless Telecommunications Facilities Ordinance to address development
standards and the processing of telecommunications facilities. Under the Wireless
Telecommunications Facilities Ordinance, at the time an application is submitted to allow an
existing facility to remain, the Community Development Director shall determine if the facility
can be reviewed as a stealth facility and approved administratively as a Site and Architectural
Review Permit.
The Community Development Director has found that the existing facility is a stealth facility as
defined in the Wireless Telecommunications Ordinance.
DISCUSSION
The facility consists of one 43-foot, 2-inch tall ground mounted monopole/lightpole with a light
fixture mounted 18 feet, 8 inches above grade. Three flush mounted panel antennas are attached
to the top of the pole. The associated ground mounted equipment cabinets are located within an
existing trash enclosure across the driveway from the monopole and are not visible to the public.
The facility is unmanned and operates 24 hours a day, seven days a week. The facility is
serviced approximately once every 4-6 weeks or in the event of an emergency, such. as a power
outage. The continued operation of the existing facility will not have an effect on parking and no
additional parking is required.

The height of the existing monopole exceeds the maximum height allowed for buildings in the
C-1 Zoning District. The maximum height allowed in the C-1 Zoning District is 35 feet. The
applicant has submitted supplemental documentation to demonstrate how the lowering of the
monopole from 43 feet, 2 inches to 35 feet would result in a compromised coverage area. The
antennas need to maintain their existing height to continue to provide reliable, seamless coverage
in the area due to physical obstacles that would impair the signal if the antennas were lowered.

1. The proposed project is consistent with the General Plan and the Zoning Code.
2. The proposed project as conditioned will aid in the harmonious development of the
immediate area.
3. The establishment, maintenance or operation of the use, as conditioned, will not be
detrimental to the health, safety, peace, morals, comfort, or general welfare of
persons residing or working in the neighborhood of such proposed use, or be
detrimental or injurious to property and improvements in the neighborhood or to
the general welfare of the City.
4. The site is of adequate shape and size to accommodate the stealthing required in
order to integrate the telecommunications facility with uses in the surrounding
area.

2. Length of Permit Term: This Site and Architectural Review Permit shall expire five
years after permit approval, on April 21, 2008. If the use is to continue, the applicant
shall apply for a new permit for an additional five-year period. If technological
improvements or developments occur which allow the use of materially smaller or less
visually obtrusive equipment at this time, the service provider will be required to replace
or upgrade the approved facility upon application for a new Site and Architectural
Review Permit application to minimize adverse effects related to land use compatibility,
visual resources, public safety or other environmental factors.
3. Maintenance of Finish: It is an ongoing obligation of Sprint PCS, assignees and
successors in interest to maintain the exterior finish of the monopole, antennas and
equipment enclosure in good order. Faded, peeling or damaged paint shall be repainted
as soon as practical.
4. Maintenance of Landscaping: It is an ongoing obligation of Sprint PCS, assignees and
successors in interest to maintain the landscaping required as part of this permit.
5. Cessation of Operations: The service provider shall provide written notification to the
Director upon cessation of operations on the site exceeding a 90-day period. The service
provider shall remove all obsolete or unused facilities from the site within 180 days of

termination of its lease with the property owner or cessation of operations, whichever
comes earlier.
6. New Permit Required: If a consecutive period of 180 days has lapsed since cessation of
operations, a new Site and Architectural Review Permit shall be required prior to use or
reuse of the site.
7. Utilities: All new on-site utilities shall be installed underground per Section 20.36.150
of the Campbell Municipal Code for any new or remodeled buildings or additions.
Applicant shall comply with all plan submittals, permitting, and fee requirements of the
serving utility companies.
8. Cables: All external cables or equipment shall be obscured from public view by
enclosing them in architecturally designed cabinets/enclosures painted to match the
structure.
9. Compatibility With City Emergency Services: The facility shall not be operated, nor
caused to transmit on or adjacent to any radio frequencies licensed to the City for
emergency telecommunication services such that the City's emergency
telecommunications system experiences interference.
10. Li htin~ The use of lighting shall not be allowed on telecommunication facilities
unless required as a public safety measure. Where lighting is used, it shall be shielded to
prevent glare on adjacent uses.
11. No Advertising: No advertising signage or identifying logos shall be displayed on
wireless telecommunications facilities, except for small identification plates used for
emergency notification or hazardous or toxic materials warning.
12. Noise. The telecommunication facility, including power source, ventilation and cooling
facility, shall not generate noise discernible beyond the property lines.
13. Back-Up Generators: Back-up generators shall comply with the noise standard
referenced above and shall only be operated during power outages or for testing and
maintenance between the hours of 8:00 a.m. and 5:00 p.m., Monday through Friday.
14. Heat Generation: The wireless telecommunication facility, including power source and
cooling facility, shall not be operated so as to cause the generation of heat that adversely
affects any building occupant.
15. Odors: The testing of back-up generators shall not produce odors that adversely affect
the public.
16. Maintenance Hours: Normal maintenance activities shall only occur between the hours
of 7:00 a.m. to 5:00 p.m. Monday through Saturday, excluding emergency repairs.

17. Safety:
a. Public Access Restricted: Antennas are to be sited in such a way and barriers
and signage provided to prevent a person from passing within the safety limits
established by the FCC-adopted standards for controlled access.
b. Warning Signs: signage shall be maintained at the facility identifying all
wireless telecommunication facility equipment and safety precautions for
people nearing the equipment as may be required by any applicable FCC-
adopted standards, including the RF radiation hazard warning symbol identified
in ANSI C95.2-1982, to notify persons that the facility could cause exposure to
RF emissions.
c. Emissions Conditions: It is a continuing condition of this authorization that the
facilities be operated in such a manner so as not to contribute to ambient
RF/EMF emissions in excess of then current FCC adopted RF/EMF emission
standards; violation of this condition shall be grounds for revocation.
d. Periodic Safety Monitoring: The wireless telecommunications service provider
shall submit to the Community Development Director 10 days after installation
of the facilities, and every two years thereafter, a certification attested to by a
licensed engineer expert in the field of EMR/RF emissions, that the facilities are
and have been operated within the then current applicable FCC standards for
RF/EMF emissions. The report shall be written in plain English.
e. Emergency Contact: The service provider shall provide signage as required,
including phone numbers of the utility provider, for use in case of an
emergency. The signs shall be visibly posted at the communications equipment
cabinet.

PROJECT DESCRIP''I10N
The project consists of the continued use of an existing telecommunications facility consisting of
one ground mounted monopole/lightpole and associated ground-mounted equipment located at
1630 W. Campbell Avenue.
The existing facility was approved by a Conditional Use Permit (UP96-17) on January 14, 1997
for a period of five years and expired on January 14, 2002. Since the approval in 1997, the City
has adopted a Wireless Telecommunications Facilities Ordinance to address development
standards and the processing of telecommunications facilities. Under the Wireless
Telecommunications Facilities Ordinance, at the time an application is submitted to allow an
existing facility to remain, the Community Development Director shall determine if the facility
can be reviewed as a stealth facility and approved administratively as a Site and Architectural
Review Permit.
The Community Development Director has found that the existing facility is a stealth facility as
defined in the Wireless Telecommunications Ordinance.
DISCUSSION
The facility consists of one 43-foot, 2-inch tall ground mounted monopole/lightpole with a light
fixture mounted 18 feet, 8 inches above grade. Three flush mounted panel antennas are attached
to the top of the pole. The associated ground mounted equipment cabinets are located within an
existing trash enclosure across the driveway from the monopole and are not visible to the public.
The facility is unmanned and operates 24 hours a day, seven days a week. The facility is
serviced approximately once every 4-6 weeks or in the event of an emergency, such as a power
outage. The continued operation of the existing facility will not have an effect on parking and no
additional parking is required.

The height of the existing monopole exceeds the maximum height allowed for buildings in the
C-1 Zoning District. The maximum height allowed in the C-1 Zoning District is 35 feet. The
applicant has submitted supplemental documentation to demonstrate how the lowering of the
monopole from 43 feet, 2 inches to 35 feet would result in a compromised coverage azea. The
antennas need to maintain their existing height to continue to provide reliable, seamless coverage
in the area due to physical obstacles that would impair the signal if the antennas were lowered.

Wireless telecommunications facilities are permitted in the C-1 Zoning District
subject to the approval of a Site and Architectural Permit.
2. Under the Wireless Telecommunications Facilities Ordinance, at the time an
application is submitted to allow an existing facility to remain, the Community
Development Director shall determine if the facility can be reviewed as a stealth

3. The establishment, maintenance or operation of the use, as conditioned, will not be

persons residing or working in the neighborhood of such proposed use, or be

BEING A RESOLUTION OF THE PLANNING COMMISSION
OF THE CITY OF CAMPBELL APPROVING A
CONDITIONAL USE PERMIT TO ALLOW A CELLULAR
ANTENNA FACILITY AND GROUND-LEVEL EQUIPMENT
ON PROPERTY LOCATED AT 1630 W. CAMPBELL
AVENUE IN A C-1-S (NEIGHBORHOOD COMMERCIAL)
ZONING DISTRICT. APPLICATION OF MS. PATTY
MEJIA, ON BEHALF OF SPRINT SPECTRUM. UP 96-17.
After notification and public hearing, as specified by law, and after presentation by the
Community Development Director, proponents and opponents, the hearing was closed.
After due consideration of all evidence presented, the Planning Commission did find as
follows with respect to application UP 96-17:
1. Transceiving or transmitting facilities are permitted in the C-1-S Zoning District
subject to the approval of a conditional use permit.
2. The project is compatible with the existing building and site, subject to the
conditions of approval.
3. The proposed monopole, is located on the side of an existing building and is visible
from public view.
4. A conditional of approval requiring landscaping consisting of ground cover,
shrubs, and a low growing tree azound the base of the monopole will provide
screening of a portion of the monopole from public view.
Based upon the foregoing findings of fact, the Planning Commission further finds and
concludes that:

Further, the applicants are notified as part of this application that they aze required to
comply with all applicable Codes and Ordinances of the City of Campbell and the State
of California which pertain to this application and aze not herein specified. And, that this
approval is granted subject to the following Conditions of Approval.
Approved Project: Approval is granted for a Use Permit allowing for the installation
of a cellular transceiving facility on property located at 1630 W. Campbell Avenue.
Project approval shall substantially comply with project plans prepazed by Alvar
Inc., dated 11/25/96 except as modified herein in the Conditions of Approval.
2. Project Desisn: The facility shall consist of one (1) monopole with an attached light
fixture and located in the parking lot as indicated on approved site plan, and ground
level equipment located within the existing trash enclosure that shall be modified to
accommodate the equipment.
3. Permits: Applicant shall obtain any permits deemed necessary by the Building
Official or the Uniform Building Code.
4. Development Approval Expiration: The Use Permit approval (UP 96-17) for this
project is valid for one yeaz from the date of the Planning Commission's approval.
All conditions of approval specified herein must be completed within one year from
the date of approval or the Use permit shall be void.
Landscaping, Applicant shall submit two (2) sets of landscaping plans indicating a
landscape planter at the base of the monopole. The landscape planter shall
comprise the area currently delineated as a painted curb, and consist of ground
cover, shrubs, and a low growing tree. Landscaping plans shall provide planting
details and irrigation and submitted to the Community Development Department
for review and approval prior to the issuance of building permits.

6. Review of Approval: This approval is effective for five years. The owner or
owner's representative will revisit the Use Permit application every five years to
determine that the equipment is consistent with current technology of new

place at this time.
