Dear Ms. Herzog,
This letter is in response to your request for a zoning certification letter to determine if the
Counseling and Psychotherapy Center is an allowable use at the above reference property. Your
letter indicates that this facility will provide therapeutic treatment by licensed clinical social
workers and therapist as part of a violence prevention program for individuals with a history of
criminal activity, including sex offenses, some of whom are on probation or parole.
The subject property is zoned Light Industrial (M-1) on the City of Campbell Zoning Map.
Section 21.10.080 of the Campbell Municipal Code specifies `Offices, professional' as a
permitted use in the M-1 Zoning District with issuance of a zoning clearance (business license).
The Municipal Code (Ch. 21.72) defines `Offices, professional' as including counseling services
except those offered by medical doctors or psychiatrists. As the Counseling and Psychotherapy
Center will provide counseling services by non-medical counseling practitioners, the use is
classified as a professional office and is permitted in M-1 Zoning District. Please note, however,
that the definition for `Offices, professional' would not cover counseling services provide to
incarcerated individuals.
