Bascom Avenue ~ Planned Development Permit PROPOSAL The applicant is requesting approval of a Planned Development Permit for an addition to an existing commercial structure at 1667 S. Bascom Avenue. The commercial structure consists of 1,930 square feet, which compromises the car wash structure, storage, office, sitting area and restroom. In addition, there is a 426 square foot detached accessory structure that is used for storage. The subject property is located on the west side of South Bascom Avenue, and is between Hamilton Avenue and Campisi Way. The subject property is presently zoned P-D (Planned Development) and is designated as Commercial/Professional Office/Residential land use on the City's General Plan Land Use Map. PROJECT DATA The zoning designation for the project site is P-D (Planned Development). The proposed project is consistent with the zoning designation and meets the minimum setbacks, height restriction, building coverage, floor area ratio, and parking requirements the Zoning District. The proposed elevations depict a contemporary design with cement plaster walls. Building elevations are accentuated with aluminum windows and a flat roof design. The walls are a beige color and the trim is a yellow and blue. STAFF RECOMMENDATION Since February 2005, the applicant has worked with staff, which has led to increased landscaping for the project. Staff has an outstanding issue with the design of the project. The design of the second- story addition is out-of--scale and is not well-integrated into the overall design of the original structure. In addition, the pre-fabricated exterior stairwell should be internally integrated into the structure. The proposed stairwell is not architecturally attractive or compatible with surrounding developments. Staff believes the applicant should make an attempt to diminish the visual impact of the stairwell and addition. Our review of this commercial development is concerned with site and architectural design because of the high profile location of this site. The City is looking for a very high-quality design that is unique and designed with the site and community in mind. Staff is not supportive of the proposed project in its current design.
