PRE2006-40 Application of Mr. William Justi for an addition to an existing single-
Justi, W. family home on property located in the Alice Avenue Historic District
at 199 Alice Avenue in the R-1-6/H (Single-Family
Residential/Historic Overlay) Zoning District.
BACKGROUND
According to the Community Development Administrative Procedure on the Referral
of Projects and Plans to the Historic Preservation Board, both development and pre-
development applications for properties located in a Historic District are referred for
review and comment by the Historic Preservation Board. At the pre-application phase,
the Board may direct staff to inform the applicant of the concerns and/or issues raised
during the review.
The existing home is located within the Alice Avenue Historic District and is known as
the Walker and Ethel Curry Vaughn House. The existing home is in its original form,
with the exception of the back patio which was converted into a bedroom, and is
consistent with the historic development pattern of the neighborhood and contributes
to the neighborhood setting of the Alice Avenue Historic District.
PROPOSAL
The applicant is requesting to construct asingle-story addition to the rear portion of the
home to accommodate additional living area. The proposed addition would. maintain
the existing home ' s front facade as it currently exists with additional square footage
added at the rear of the home. The current square footage of the home is 1,1.53 square
feet and the applicant is proposing to add 453 square feet of living area, which will
include a master bedroom and additional bedroom. The applicant plans to remodel
60% of the existing interior. The current two bedroom, one bathroom residence would
into a three bedroom, two bathroom residence.
The architectural style of the proposed addition would be consistent with the existing
architectural Bungalow style. The historical physical description of the site can be
found on Attachment No. 1, Historic Resources Inventory. The low lying gable roof of
the original home would be extended for the addition, and the addition would not be
visible from the street. The exterior stucco finish and Craftsman style details of the
original home would be carried over to the proposed addition.

STAFF ANALYSIS
The property is located in R-1-6 Zoning District, with a Historic ("H") Overlay District
designation. The proposed addition would be required to meet all applicable R-1-6
Zoning District development standards. The existing lot is 7,375 square feet, which is
larger than the standard lot size for the R-1-6 Zoning District. Staff is supportive of the
project as it accommodates a modest level of modern-day living while preserving and
enhancing the historic integrity of this period home and conforming to the current
zoning development standards.
This application is preliminary and no formal application has yet been filed This type
of request would be handled with submittal of building plans to the Building Division,
with review by the Planning Division for conformance with the applicable development
and design standards.
