Subject: Proposed FY 2010-2011 Planning Division Work Plan Items
Recommendation
That the Planning Commission provides any comment or recommendation it deems
appropriate with regard to the proposed FY 2010-2011 work plan items for the Planning
Division of the Community Development Department.
Discussion
Each year as a part of the budget preparation process, each department identifies
specific projects identified as "work plan" items intended to be accomplished in the
upcoming fiscal year. These work plan items are defined as significant, one time
projects or studies that are non-routine. An example of past work plan items within the
Planning Division include the East Campbell Avenue and Winchester Blvd. Master
Plans and the current updating of the City's Parking Ordinance.
These work plan items are generated by a number of sources including the City
Council, Boards and Commissions, the City Manager, staff, General Plan action items,
and State mandates.
Attachment 1 of this report contains the proposed work plan items for the Community
Development Department for FY 2010-2011. The proposed work plan items listed
under the Planning Division are ones within the purview and oversight of the Planning
Commission. The genesis of each item is in parenthesis. The Commission is being
asked to identify any priorities, whether there are items that should be added to the list
or ones listed that should not be included. The Commission is also ~ being asked to
keep in mind the reduced staffing and resources when considering staff intensive
projects.
The Commission's input will be forwarded to the City Council for consideration when the
work plan lists are finalized as a part of the budget process.

Planning
New
• Review the City's Tree Protection Ordinance to determine if it is adequately
addressing the City's goals and objectives of preserving the City's urban forest
and initiate any amendments deemed necessary. (Planning Commission/Staff)
• Amend the City's landscape ordinance to come into compliance with SB1881
regarding water conservation. (State Mandate)
• Review the zoning ordinance to consider making provisions for all land use
decisions to be appealed to the City Council. (Council)
• Explore amending the smoking ordinance to restrict smoking in outdoor seating
areas of eating establishments and in City parks. (Council)
• Pursue compliance of unlawful late night businesses in PD zones
(implementation of City Ordinance)
Carry-forward from 2009/10
• Review and update the City's Sign Ordinance as deemed appropriate
Historic Preservation Board
New
• Conduct a downtown Historic Home Tour.
Carry-forward from 2009/10
• Create an informational brochure for property owners of historic structures
highlighting the process, regulations and role of the Historic Preservation Board
in ensuring the preservation of the City's historic inventory.
Present to the City Council a proposal for adding properties to the historic
resource list.
Building
• Adopt 2010 California Building Code
• Develop a schedule for clearing the back log of code enforcement cases
identified in the Code Enforcement Annual Report.
Housing
• Establish a standardized Inclusionary Housing Agreement
Redevelopment
• Evaluate the opportunity and timing of sending out a Request for Proposal (RFP)
for development of 511-555 W. Campbell Avenue as an affordable housing
development, and process a time extension for the zoning approvals for 511-55
W. Campbell Avenue if necessary.
Community Center Leases
• Complete an assessment of the overhead costs associated with servicing the
commercial leases at the community center including building maintenance,
utilities and staffing
