1. National Historic Preservation Month: Begin discussion on Historic Preservation
Board activities and public outreach for May 2011. This year's theme is "Celebrate
America's Treasures."
2. 307 Orchard City Drive: Request for a Special Meeting for March to review aPre-
Application for James Crawford Architect for a major exterior modification to an
existing commercial building currently listed on the City of Campbell's Historic
Resource Inventory (Water Tower II). The tentative special meeting date would be
March 16tH.

1. Historic Resource Inventor~st: Discussion on incentives list to be presented to the
City Council and discussion on possible public outreach options (Attachment).

CALL TO ORDER
Chair Blake called the Historic Preservation Board meeting of Wednesday, January 26,
2011 to order at 4:05 p.m. in the City Council Chambers, located at 70 North First
Street, Campbell, California, and the following proceedings were had to wit.

ELECTION OF CHAIR AND VICE-CHAIR FOR 2008
Chair Blake made a motion to nominate JoElle Hernandez as Chair for 2011. Board
Member Heinzler seconded. Passed 4-0-1 (Sheehan Absent).
Chair elect Hernandez made a motion to nominate Susan Blake as Vice-Chair for 2011.
Board Member Taylor Moore seconded. Passed 4-0-1 (Sheehan Absent).
APPROVAL OF MINUTES
Board Member Taylor Moore made a motion to approve the Regular Meeting Minutes of
December 15, 2010. Vice-Chair Blake seconded. Approved 4-0-1 (Sheehan
Absent).

NEW BUSINESS
1. HPB 2011 Proposed Schedule: Meetings of the Historic Preservation Board shall be
held on the fourth Wednesday of the month at 4:00 p.m. (except for November and
December, which will be held on the third Wednesday):
Vice-Chair Blake made a Motion to approve the Historic Preservation Board 2011 public
meeting schedule. Board Member Heinzler seconded. Approved 4-0-1 (Sheehan
Absent).
2. Appointment of HPB representative to the Site and Architectural Review Committee
S( ARC): Appoint a Historic Preservation Board member to aone-year term to assist
SARC during review of any applications involving historic resources.
Board Member Taylor Moore made a Motion to re-appoint Vice-Chair Blake as the
Historic Preservation Board's advisor to the Site and Architectural Review Committee of
the Planning Commission for calendar year 2011. Board Member Heinzler seconded.
Approved 4-0-1 (Sheehan Absent).
3. 2011 Heritage Tree Designation: Begin discussion on the nominating process for
Heritage Tree Designation.
The Board reviewed the tree inventory list provided by staff and reminded staff to make
previously recommended corrections. Vice-Chair Blake provided a location for a
potential addition to the private tree list and requested that staff make contact with
representatives of the Recreation and Public Works Departments for additional tree
recommendations.
4. Historic Resource Inventory List: Discussion on activities to date.
Staff advised the Board that the Incentive/Brochure Sub-Committee will meet prior to
the next meeting and a list of current and potential historic resource incentives will be
provided to the Board in February.

Topic : Historic Resource Inventory (HRI) List Update ~ Incentives and Public
Outreach
INTRODUCTION
The Historic Preservation Board Incentives Sub-Committee met with staff on February
9, 2011, to begin the discussion on current incentives the City has adopted as a benefit
to property owners of historic resources and to create a list of potential incentives used
by other jurisdictions to determine the appropriateness of Campbell adopting one or
more new incentives.
DISCUSSION
Currently, there are three incentives available for property owners of historic resources
within the City of Campbell. The incentive sub-committee found seven additional
incentives currently used by other jurisdictions benefiting historic resource property
owners (reference Attachment 1, Tentative Incentives List). As the Historic Preservation
Board will be presenting a request to the City Council on the addition of properties to the
HRI List, a discussion with the City Council on the benefits for properties listed is
appropriate.
RECOMMENDATION
Staff is requesting that the Board review the tentative incentive list and make a
recommendation to staff on whether the list should be modified. Additionally, staff is
requesting Board direction on which potential incentives listed should be recommended
to the City Council for further analysis and possible adoption as benefits to Campbell's
historic resource property owners. Once the Historic Preservation Board has provided
direction, staff will incorporate the Board's recommendation into the staff report to be
prepared for the City Council upcoming HRI Study Session
