HISTORIC PRESERVATION BOARD REGULAR MEETING MINUTES 4:00 p.m. -Wednesday City Council Chambers FEBRUARY 23, 2011 CALL TO ORDER Chair Hernandez called the Historic Preservation Board meeting of Wednesday, February 23, 2011 to order at 4:01 p.m. in the City Council Chambers, located at 70 North First Street, Campbell, California, and the following proceedings were had to wit. ROLL CALL Board Members Present: JoElle Hernandez, Chair Susan Blake, Vice-Chair Laura Taylor Moore Masel Sheehan Board Members Absent: Julie Heinzler Staff Members Present: Steve Prosser, Associate Planner APPROVAL OF MINUTES Vice-Chair Blake made a motion to approve the Regular Meeting Minutes of January 26, 2011, with modifications noted. Board Member Moore seconded. Approved 4-0-1 (Heinzler Absent). ORAL REQUESTS None. Historic Preservation Board -Regular Meeting Minutes February 23, 2011 Page 2 of 3 NEW BUSINESS 1. National Historic Preservation Month: Begin discussion on Historic Preservation Board activities and public outreach for May 2011. This year's theme is "Celebrate America's Treasures." Staff advised the Board that the theme for this year is, "Celebrate America's Treasures." The Board discussed possible Historic Preservation Board activities and public outreach for May 2011. These activities would include attendance at a City Council Meeting, articles in the local newspaper, designation of heritage trees, acknowledgement of members of the community who have helped the City promote historic preservation goals, hosting walking tours to be held on two Saturdays in May where the Historic Preservation Board educates the public on some of the commercial and residential historic resources in the downtown area, and public outreach on both the City's website and the community's cable channel. 2. 307 Orchard Citv Drive: Request for a Special Meeting for March to review aPre- Application for James Crawford Architect for a major exterior modification to an existing commercial building currently listed on the City of Campbell's Historic Resource Inventory (Water Tower II). The tentative special meeting date would be March 16tH. Staff presented a request for a special meeting in March to review aPre-Application submittal for a commercial building listed on the City of Campbell's Historic Resource Inventory. Due to scheduling conflicts and the resignation of a Board Member, the request for a Special Meeting was not approved. OLD BUSINESS 1. Historic Resource Inventory List: Discussion on incentives list to be presented to the City Council and discussion on possible public outreach options. Staff presented a list of current and potential incentives created by the Incentive Sub- committee for presentation to City Council during the Historic Resource List update City Council study session tentatively scheduled for May 17, 2011. The Board, by consensus, advised staff to include the list within staff's study session report. ANNOUNCEMENTS/COMMUNICATIONS Unfortunately, staff notified the Board of the resignation of Board Member Julie Heinzler. Board Member Heinzler's last meeting will be March 23, 2011. PREPARED BY: APPROVED BY: Steve Prosser, Associate Planner JoElle Hernandez, Chair NEW BUSINESS: ITEM NO. 1 CITY OF CAMPBELL • HISTORIC PRESERVATION BOARD Staff Report • MARCH 23, 2011 PRE2011-01 Application of James Crawford, for Historic Preservation Board Review Crawford, J. of facade and site alterations for the Water Tower II Business Complex, on property owned by Ed Shimon, located at 307 Orchard City Drive within the C-3-S (Central Business District) Zoning District. BACKGROUND Development and pre-development applications for properties listed on the Historic Resources Inventory (HRI) are referred for review and comment by the Historic Preservation Board. At the pre-application phase, the Board may direct staff to inform the applicant of the concerns and/or issues raised during the review. The complex is located at 307 Orchard City Drive (also known as 46 S. Central Avenue at time of addition to the HRI) and includes multiple professional office tenant spaces (reference Attachment 1, Location Map). The property is historically known as the Farmers Union Packing House/Sunsweet Plant #1 (reference Attachment 2, Current Historic Resource Inventory Sheet). The structure is estimated to have been built between 1909 and 1912 to allow local growers a place to efficiently dry, pack and market their goods. Around 1937, the local cooperation packing organization integrated with the Sunsweet Growers brand. The packing plant closed down in the 1960's and was converted into commercial space in the 1970's. Between the 1970's and 1980's, various commercial uses including bars, restaurants, retail and office uses were established. Most recently, the buildings have been primarily used for multiple tenant office space. Architecture: In 1985, the City approved significant facade alterations to the building effectively eliminating any architectural integrity of the exterior walls, although preserving building footprint, form, and the retention of the metal seam roof. Although elevation views of the structures are difficult to find, a Historic Resource assessment completed in 1985 describes the building's exterior as having both corrugated tin and tongue and grove siding with double horizontal windows on the north south and east of the building (reference Attachment 3, 1985 Historic Assessment) consistent with industrial structures of the time. Historic Preservation Board Staff Report PRE2011-01 ~ 307 Orchard City Drive PROPOSAL Page 2 of 4 As the property has been recently sold, the applicant is looking to improve the marketability of the commercial complex (reference Attachment 4, Applicant's Written Description). The proposal includes a number of facade alterations to the building and improvements to the site (reference Attachment 5, Project Plans with Colored Elevations), with modifications that include: • Lower existing wood floor and exterior deck by 24 to 30 inches along south and east property lines adjacent to the VTA and Union Pacific tracks. • Rehabilitate the deck and stair tower. • Remove freestanding entry portico and monument signs, replace with new sign. • Remove concrete walkways, re-grade while maintaining on-site trees, new landscaping, upgrade disable access. • Remove entry roof, replace with wood, relocate and reframe exiting building columns to align with building walls. • Create new terrace area between the existing buildings located along the northern property line. • Replace existing windows with new aluminum framed windows and doors in the 1St and 3`d floors. • Install new roof and trellis canopies to provide control of solar light and heat gain. ANALYSIS Historic Preservation Board Review Authority and Scope: With regards to potential development of properties that are Historic Resources, the Historic Preservation Board's purpose for review is as follows: • Safeguard the heritage of the city by providing for the protection of landmarks representing significant elements of its history; • Enhance the visual character of the city by encouraging and regulating the compatibility of architectural styles within historic districts reflecting unique and established architectural traditions; • Identify valuable and potentially valuable historic resources; • Foster public appreciation of a civic pride in the beauty of the city and the accomplishments of its past; • Strengthen the economy of the city by protecting and enhancing the city's attractions to residents, tourists, and visitors; • Stabilize and improve property values within the city; • Promote the private and public use of landmarks and historic districts for the education, prosperity, and general welfare of the people; Historic Preservation Board Staff Report PRE2011-01 ~ 307 Orchard City Drive Page 3 of 4 • Encourage the preservation of existing culturally and historically significant structures as well as landmark features on structures and sites; • Retain the established building patterns and architectural and cultural heritage of the community; • Fulfill the city's responsibility as a certified local government under federal preservations laws; and, • Fulfill the city's responsibilities for Federal Section 106 reviews and for the California Environmental Quality Act. Municipal Code: The proposed alterations of structures on the Historic Resource Inventory list requires independent review by the Historic Preservation Board pursuant to section 21.33.070 of Campbell Municipal Code (Historic Preservation Ordinance) utilizing the Secretary of the Interior standards for historic resources. Options for Review: As the exterior of the existing buildings have been extensively modified, any historic integrity has been compromised. As the Secretary of Interior Standards provides guidance to encourage the rehabilitation, restoration and/or reconstruction of historic structures, the Board has an opportunity to re-evaluate the previous development approvals granted. In other words, the Board could consider a recommendation approving the facade improvements with the condition that appropriate materials are utilized. This could include the re-introduction of the original tongue and grove siding, metal siding, period signage, and utilizing a more appropriate window and storefront design and material (wood or wood clad frame rather than aluminum). This recommendation would be consistent with the policies set forth in the Downtown Campbell Development Plan and Standards (reference Attachment 6) and the City of Campbell General Plan policies and strategies regarding historic design which state: • Policy LUT-4.1: Downtown Character: Require new development to be sensitive to the unique character that defines Downtown Campbell. • Strategy LUT-4.1 a: The historic character of Downtown shall be preserved through the protection and restoration (italics added) of its historic buildings and landmarks. • Strategy LUT-4.1 b: New development and construction (italics added) shall be of the highest quality and shall be sensitive and representative of the traditional character and theme that is depicted in the landmark buildings Downtown. Alternatively, the Board could make the determination that the exterior changes do not impact the remaining historic elements of the project site as the changes do not impact building form or the existing roofing material. In other words, the Board could recommend that the facade and site improvements do not undermine or detract from the remaining historic elements. Historic Preservation Board Staff Report PRE2011-01 ~ 307 Orchard City Drive Page 4 of 4 STAFF RECOMMENDATION Staff recommends that the Historic Preservation Board review and provide comment regarding the appropriateness of the conceptually proposed project and possible design alternatives including, but not limited to, utilizing period appropriate exterior materials and glazing. ADDITIONAL INFORMATION The Historic Preservation Board will have an opportunity to provide a recommendation to the Planning Commission during the formal review of the development application, should the applicant pursue development of the site.
