2011 Planning Work PlanITEM N0. 4 MEMORANDUM To: Chair Roseberry and Members of the Date: 3/22/2011 Planning Commission From: Kirk Heinrichs, Community Development Director Subject: Proposed FY 2011-2012 Planning Division Work Plan Items Recommendation That the Planning Commission provides any comment or recommendation it deems appropriate with regard to the proposed FY 2011-2012 work plan items for the Planning Division. Discussion Each year as a part of the budget preparation process, each department identifies specific projects identified as "work plan" items intended to be accomplished in the upcoming fiscal year. These work plan items are defined as significant, one time projects or studies that are non-routine. An example of past work plan items within the Planning Division include the East Campbell Avenue and Winchester Blvd. Master Plans and the current updating of the City's Parking Ordinance. These work plan items are generated by a number of sources including the City Council, Boards and Commissions, the City Manager, staff, General Plan action items, and State mandates. Attachment 1 of this report contains the proposed work plan items for the Community Development Department for FY 2011-2012. The proposed work plan items under the Planning Division are ones within the purview of the Planning Commission. The genesis of each item is in parenthesis. The Commission is being asked to identify any priorities; whether there are items that should be added to the list or ones listed that do not have a high priority. The Commission's input will be forwarded to the City Council for consideration when the work plan lists are finalized as a part of the budget process. Proposed Major Work Plan Items FY2011 /12 Planning New • Review and update the City's Sign Ordinance (CMC Chapter 21.30) as deemed appropriate. (Commission/staff) • Amend Underground Utility Ordinance to clarify when undergrounding would be required related to single family homes. (staff) • Review and update the City's Wireless Telecommunications Ordinance (CMC Chapter 21.34) to come into compliance with State law, address current trends in facility development, make stronger design standards. (City Attorney/staff) • Modify the Inclusionary Housing Ordinance (CMC Chapter 21.24) to eliminate rental units pursuant to recent case law. (City Attorney) Carry-forward from 2010/11 • Review the Tree Preservation Ordinance (CMC Chapter 21.32) for urban forest adequacy and possible modifications. (Commission/staff) Historic Preservation Board Carry-forward from 2010/11 • Complete community outreach and update the Historic Resources Inventory including adoption of incentives for preserving and maintaining historic properties. (HPB) Building • Update sections of Titles 17 and 18 to update language and correct inaccuracies. (state mandate) • Create comprehensive Building Division handouts for permit application process, inspection requirements for simple permits, and new Green Building Code requirements. (staff)
