On April 12, 2011, the Community Development Director conditionally approved your
Administrative Planned Development Permit to allow the establishment of a furniture and jewelry
consignment use (Home Consignment Center) within existing speculative commercial space on the
subject property. This decision is subject to the attached Conditions of Approval.
This action is effective in ten calendar days, or the next work day if the tenth calendar day falls on
either a Saturday or a Sunday, unless appealed in writing to the City Clerk by 5:00 p.m. on Monday
April 25, 2011.

Approved Project: Approval is ~n~anted for an Administrative Planned Development Pei-~1~it
(PLN20ll-83) to allow the establishment of a furniture and jeweh-y consignment use (Home
Consignment Center) located within existing speculative commercial space located at 930 W.
Hamilton Avenue. The project shall substantially conform to the project plans, floor plans and
written business description received by the Planning Division on March 10, 201 1, except as
may he modified by the Conditions of Approval contained herein.
2. Administrative Planned Development Approval: The Administrative Planned Development
Pernlit approval authorizes the establislunent of a consigmnent center consisting of name brand
and/or high quality gently used furniture, jewelry and high quality home accessories with at
least 50°i~~ of the cun~ent inventory at any time shall be new (unused) name brand furniture.

3. Administrative Planned Devel~ment Permit Approval Expiration: The Administrative Planned
Development Permit approval shall he valid in perpetuity with continued operation of the
consignment center use. Abandonment, discontinuation, or ceasing of operations for a
continuous period of twelve months shall void the Administrative Planned Development Permit
approved herein.
4. Pawn Shop: At no time shall the establishment loan money using the merchandise as security or
collateral towards the repa}nnent of said loan. The consignment center may extend credit (store
credit card) towards the purchase of existing inventory consistent with other retail uses.
~. Furniture Loading and Unloading: A new loading/unloading ramp shall be installed between the
tenant space and the parking area in front of the southern storefront entrance adjacent to the
Safeway loading dock prior to the issuance of a business license. The three parking stalls

adjacent to the proposed ramp shall be adequately marked with green curbs and stenciled for
"30 minute time limit'' parking.
6. Delivery trucks: Delivery trucks shall not be stored or located on site when not involved in
active delivery or pick up of merchandise. Delivery trucks shall enter the site through the
Marathon Drive entrances and shall exit the site northbound onto Marathon Drive. Delivery
vehicles are prohibited from turning left onto Marathon Drive.
7. Revocation of Permit: Operation of the use in violation of the Administrative Planned
Development Permit or any standards, codes. or ordinances of the City of Campbell shall be
grounds for consideration of revocation of the Administrative Plamled Development Permit by
the Community Development Director.
h. Business Hours: The hours of any business activities shall be restricted to Monday through
Sunday from 6:0U a.m. to 1 1:OU p.m. Except for during an emergency situation; at no time shall
an employee, independent contractor or owner be on site between the hours of 1 1:00 p.m. and
6:00 a.m. The delivery hours shall be the same as the business hours.
9. Outdoor Operational Activity: In order to limit any potential impact from business related
outdoor activities, a Condition of Approval has been included to restrict outdoor employee
activity during the hours of 10:00 p.m. to 6:00 a.m. During the hours of 10:00 p.m. and 6:00
a.m. employee activity outside the main building including but not limited to the use of fort:
lifts, any other mechanical equipment, cardboard bailer, trash compactor, or the dumping of
refuse or recyclables shall be prohibited.
1 U. Property Maintenance: The owner/operator of the subject property shall maintain all exterior
areas of the business free from graffiti, trash, rubbish, posters and stickers placed ou the
property.
1 I . Si rna~e: No signage is approved as part of the development application approved herein. All
signage shall be installed and maintained consistent with the provision of the Sign Ordinance.
Chapter ? 130 of the Campbell Municipal Code.
12. Litterin<,;: The owner/operator of the subject property shall have removed on a daily basis any
debris or signs of litter associated with the subject business (discarded cigarettes, bottles, cans,
wrappers, etc.) that is located on the subject property in front of the subject property.
13. Loitering: There shall be no loitering allowed outside the business. The business owner is
responsible for monitoring the premises to prevent loitering.
14. Location of Mechanical Equipment: No roof=mounted mechanical equipment (i.e. air
conditioning units, ventilation ducts or vents), shall be added to the existing building without
providing screening of the mechanical equipment from public view and surrounding properties.
The screening material and method .shall be architecturally compatible with the building and
requires review and approval by the Community Development Director and Building Division
prior to installation of such screening.

1~. Outdoor Storage: No outdoor storage is permitted on the subject property. No equipment,
materials or business vehicles shall be parked and/or stored outside the building or within the
parking lot.
16. Trash & Clean Up: All trash, normal clean up, carpet cleaning, etc. shall be done between the
hours of 6:00 a.m. to 11:00 p.m. At no time shall noise generating cleanup, including the
dumping of trash and/or recyclables occur between I I :00 p.In. and 6:00 a.m.
17. Parking and Driveways: All parking and driveway areas shall be maintained in compliance with
the standards in Chapter 21.28 (Parking ~:. Loading) of the Campbell Municipal Code. A total
of 403 parking spaces will be provided for the multiple tenant site.
Building Division
18. Building Permit: A building permit application shall be required for the proposed tenant
improvement and loading ramp installation. The building permit shall include
Electrical/Plumbing/Mechanical fees when such work is part of the permit.
] 9. Construction Plans: The Conditions of Approval shall he stated in full on the cover sheet of
construction plans submitted for building permit.
2U. Size of Plans: The minimum size of construction plans submitted for building permits shall be
24 in. X 36 in.
21. Plan Preparation: This project requires plans prepared under the direction and oversight of a
California licensed Engineer or Architect. Plans submitted for building permits shall he "wet
stamped'' and signed by the qualifying professional person.
22. Site Plan: Application for building permit shall include a competent site plan that identifies
property and proposed structures with dimensions and elevations as appropriate. Site plan shall
also include site drainage details. Site address and parcel nuimbers shall also be clearly called
out. Site parking and path of travel to public sidewalks shall be detailed.
23. Title 24 Ener~v Compliance: California Title 24 Energy Standards Compliance forms shall be
blue-lined on the construction plans. Compliance with the Standards shall be demonstrated for
conditioning of the building envelope and lighting of the building.
24. Special Inspections: When a special inspection is required by C.B.C. Chapter 17, the architect
or engineer of record shall prepare an inspection program that shall be submitted to the Building
Official for approval prior to issuance of the building permits, in accordance with C.B.C
Appendix Chapter I , Section 106. Please obtain City_ of Campbell, Special Inspection forms
from the Building Inspection Division Counter.6
25. Non point Source: The City of Campbell, standard Santa Clara Valle}~ Non-point Source
Pollution Control Program specification sheet shall be part of plan submittal. The specification
sheet (size 24"' X 36") is available at the Building Division service counter.

26. Title 24 Accessibility -Commercial: On site general path of travel shall comply with the latest
California Title 24 Accessibility Standards. Work shall include but not be limited to
accessibility to building entrances from parking facilities and sidewalks.
27. Title 24 Aceessibility -Commercial: Projects seeking to use the Title 24 Hardship exemption
clause shall blue-line completed. City of Campbell '`20°io~' exemption form on submitted
construction plans. Forn~ is available at Building Division service counter.
28. Approvals Required: The project requires the following agency approval prior to issuance of
the building permit:

?9. P.G. R. E.:Applicant is advised to contact Pacific Gas and Electric Compan}~ as early as
possible in the approval process. Service installations, changes and/or relocations may require
substantial scheduling time and can cause significant delays in the approval process. Applicant
should also consult with P.G. and E. conceriin~~ utility easements, distribution pole locations
and required conductor clearances.
30. LEED for New Construction: Applicant shall complete and return LEED Project Checklist
prior to issuance of pernlit.
Police Department
31. Secondhand Dealer Pernzit: The business owner shall obtain a Secondhand Dealer Pcrnlit from
the Police Department prior to the issuance of a business license.
Fire District
32. Project Review: Review of this Development proposal is limited to acceptability of site access
and water supply as they pertain to fire department operations, and shall not be construed as ~~
substitute for formal plan review to determine compliance with adopted model codes. Prior to
performing any work, the applicant shall make application to, and receive from, the Building
Department all applicable construction permits.
33. Fire Sprinklers: Plans do not contain any specific details of the proposed interior layout of the
store. The building is equipped with an existing fire sprinkler system and any interior remodel
may require modification of this system. A State of California licensed (C-16) Fire Protection
Contractor shall submit plans, calculations. a completed permit application and appropriate fees
to this department for review and approval prior to beginning their work. CFC Sec. 903.'_', as
adopted and amended by CBLMC.
34. Additional Conditions: Detailed conditions will be provided upon submission of detailed
construction plans.
35. Project Plans: All Fire conditions shall be restated as "notes'' on all pending and future plan
submittals and any referenced diagrams to be reproduced onto the future plan submittal.
