General Plan Amendment from Low-Medium Density Residential to Office/Low-Medium Density Residential for a property on the Historic Inventory located 91 South Second Street, also known as the James Henry and Jessie Campbell House, in the PD (Planned Development) Zoning District. BACKGROUND According to the Campbell Municipal Code Section 21.14.020.Q.1, both development and pre-development applications for properties listed on the Historic Resources Inventory are referred for review and comment by the Historic Preservation Board. At the pre-application phase, the Board may direct staff to inform the applicant of the concerns and /or issues raised during the review. The existing home is included on the City ' s Historic Properties Inventor}~ and is known as the James Henry and Jessie Campbell House (reference Attachment 1, Inventory Sheet). The home was constructed in 1895 and has only been owned by the Campbell and the Russo families. The existing, two-story, Queen Anne home with a basement is basically in its original form, and is consistent with the historic development pattern of the neighborhood and contributes to the neighborhood setting of Downtown historic neighborhoods. Building records indicate the following permit activity: 1965 addition, 1977 furnace/AC, 1999 replace water main (meter to house), and 2004 re-roof. The property has an ample horse-shoe shaped driveway which wraps around the house, and atwo-car garage in the southwest, rear corner to the property. PROPOSAL The applicant is requesting to consideration of a General Plan Amendment from Low- Medium Density Residential to Office/Low-Medium Density Residential. The home is currently vacant and the owner prefers to lease the home as an office, in lieu of leasing the home as a residential property. The conversion would require some minor alterations to the structure, such as provisions for accessibility. These required improvements could be accomplished at the rear of the home, so that the front facade would not be altered. The current square footage of conditioned living space in the home is approximately 4,000 square feet, and the finished basement is approximately 400 square feet. No additions are proposed. The owner wishes to lease the first and second floors as an office, and the basement as storage only. STAFF ANALYSIS Historic Preservation Boar 'taff Report PRE2006-128 91 S. Second Street Page 3 of 3 ISSUES Issues for consideration may include: 1. Could the grant of a General Plan Amendment (GPA) for this property entice additional requests for GPA ' s in this area of the Downtown? If so, what are the implications? 2. Would this historic house be better preserved as a residence, or as a commercial property? 3. If a GPA were approved, would a Parking Exception be supported? 4. If a GPA were approved, would this historic house be better preserved as an office for a single tenant, rather than multiple tenants? 5. If a GPA were approved, what would be the preferred method of providing business signs? STAFF RECOMMENDATION Staff recommends that the Historic Preservation Board review the proposal, and provide input to the property owner and applicant. Attachments: 1.
