BEING A RESOLUTION OF THE PLANNING COMMISSION OF
THE CITY OF CAMPBELL APPROVING A SITE AND
ARCHITECTURAL APPLICATION TO EXPAND A PARKING
AREA ON PROPERTIES LOCATED AT 1490 & 1506 WHITEOAKS
ROAD IN A M-1-S (LIGHT INDUSTRIAL) ZONING DISTRICT.
APPLICATION OF MR. KENNETH NELSON, ON BEHALF OF MR
ROBERT KEIFER. FILE NO. S 94-01.
After notification and Public Hearing as specified by law on the application of
Mr. Kenneth Nelson, on behalf of Mr. Robert Keifer, for approval of plans to
expand a parking area on properties located at 1490 & 1506 Whiteoaks Road;
as per the application filed in the Planning Department on February 11, 1994,
and, after presentation by the Community Development Director,
proponents and opponents, the hearing was closed.
After due consideration of all evidence presented, the Planning Commission
did find as follows with respect to File No. S 94-01:
The proposal is consistent with the General Plan which indicates an
industrial land use for this property.

The proposed site improvements of 18 percent landscaping and 6 and 8
foot sound walls adequately address the buffering concerns of the project.
o
The proposed parking and circulation with the recommended conditions
of approval creates a project which is integrated with the uses of adjacent
properties.
Based upon the foregoing findings of fact, the Planning Commission further
finds and concludes that:
The proposed project is consistent with the policies of the General Plan
and zoning in effect at the time of the application submittal.
The proposed project will aid in the harmonious development of the
immediate area.

The proposed project with the conditions imposed will not have a
significant adverse impact on the environment and a Negative
Declaration will be prepared.
Approval is effective ten days after decision of approval of the Planning
Commission, unless an appeal is filed, subject to the following Conditions of
Approval:

Approved Project: Approval is granted for this expansion of an existing
bus service operation on properties located at 1490 and 1506 Whiteoaks
Road. The project shall comply with plans submitted by Kenneth
Nelson, Civil Engineer, dated July 9, 1993 and consisting of seven
sheets. Revised plan to reflect the following:
A. Designation of the 12 parking spaces along the easterly property
line as employee or small bus parking.
B. Note on plans indicating directional parking of vehicles so that
exhaust systems are directed away from residential uses.
Plan to be submitted and approved by the Community Development
Director prior to commencement of construction. (Planning)
Landscaping: Four copies of a revised landscaping plan indicating type
and size of plant material, planting details and irrigation system to be
submitted to the Community Development Department prior to
issuance of building permits. Landscape plan to address the following:
A. Provision of evergreen screening type trees (minimum 24" box
size) along the easterly property line.
B. Provision of screening shrubs (minimum 15 gallon size) along
southern property line.
C. Landscape along street frontage to maintain similar appearance
as existing landscape adjacent to office building. (Planning)
Underground Utilities: Underground utilities to be provided as required
by Section 20.36.150 of the Campbell Municipal Code. (Public Works)
Performance Bond: Applicant to either: 1) post a faithful performance
bond in the amount of $5,000 to ensure landscaping, fencing and striping
of parking areas within three months of completion of construction; or
2) file a written agreement to complete landscaping, fencing and striping
of parking area. Bond or agreement to be filed prior to application for a
building permit. (Planning)
Lighting Plan: Applicant to submit a lighting plan for review and
approval of the Planning Director demonstrating that security and
parking lot lighting does not create glare or unreasonably impair the use
of adjoining properties prior to commencement of construction.

Parking and Driveways: All parking and driveway areas to be developed
in compliance with Chapter 21.50 of the Campbell Municipal Code. All
parking spaces to be provided with appropriate concrete curbs or bumper
guards. (Planning)
Property Maintenance: The property is to be maintained free of any
combustible trash, debris and weeds, until the time that actual
construction commences. All existing structures shall be secured by
having windows boarded up and doors sealed shut, or be demolished or
removed from the property (Section 11.201 & 11.414, 1985 Ed. Uniform
Fire Code.) (Fire)
Handicapped Requirements: Applicant shall comply with all
appropriate State and City requirements for the handicapped. (Building)
Parcel Map: The applicant shall file and process a parcel map to combine
the parcels. (Public Works)
Grading and Drainage Plan: The applicant shall submit three copies of a
grading and drainage plan for review by the City Engineer. The storm
drainage system for this site shall be connected to the underground
storm drainage system in Whiteoaks Road. (Public Works)
Storm Drainage Fee: The applicant shall pay a storm drainage area fee in
the amount of $1,868 for the property at 1490 Whiteoaks Road. (Public
Works)
Encroachment Permit: The applicant shall submit plans, pay fees, post
surety and obtain an encroachment permit to relocate the driveway and
for any other work in the public right of way. (Public Works)
Operational Hours/Business Limitations: Operation to substantially
comply with business description dated August 4, 1993, prepared by
Robert Keifer, with the elimination of an on-site office addition of
approximately 1,000 square feet. (Planning)
A. Hours of Operation: 5:30 a.m. to 6 p.m.
B. Operation limited to:
1. 10 large buses (10X40)
2. 21 smaller buses (10x18)

Fencing Plan: Applicant to submit detailed fencing plan addressing the
provision of sound walls as illustrated on the presented site plan and an
attractive screening fence along the Whiteoaks Road frontage for review
and approval of the Community Development Director. (Planning)
