BEING A RESOLUTION OF THE CITY COUNCIL OF THE
CITY OF CAMPBELL SUPPORTING THE 1990 ALCOHOL TAX INITIATIVE
WHEREAS, alcohol and other drug use create additional burden
on public services and these costs are in excess of seven billion
dollars annually in lost worker productivity and disabilities, health
and medical costs, violent crimes, motor vehicle accidents, domestic
violence, homelessness, child abuse, fire losses, vandalism,
environmental damage, and public safety costs; and
WHEREAS, numerous California health, public safety,
recreational, and mental health organizations have joined together to
pass this important initiative; and
WHEREAS, the Initiative calls for the revenues raised from the
new tax to provide funding for those areas which are impacted by
alcohol and drug consumption, including visitor safety in public parks;
youth-at-risk programs; enforcement of drunk driving laws, prevention
of alcohol and other drug related problems; treatment and recovery
services; emergency and trauma care; local mental health programs;
treatment of fetal alcohol syndrome; child abuse victims; battered
women and their children; and disabled persons; and
WHEREAS, the funds generated by increasing the alcohol tax,
will provide funding for these projects on an annual basis;
NOW, THEREFORE, BE IT RESOLVED that the City Council endorses
and supports the signature gathering campaign, and pledges its support
and endorsement for the Initiative when it becomes a measure on the
November 1990 ballot.
