RESOLUTION N0. 7894
RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CAMPBELL
TO DESIGNATE A SOURCE REDUCTION AND RECYCLING TASK FORCE
WHEREAS, Division 30, Section 40950, of the California Public
Resources Code, effective January 1, 1990, requires each county in the
State to convene a Source Reduction and Recycling Task Force by March 1,
1990 to assist in developing the city and county source reduction and
recycling elements of the Countywide Integrated Waste Management plan
prepared pursuant to Public Resources Code Section 41000 et seq. and to
prepare the countywide setting element required pursuant to Public
Resources Code Section 41700 et seq;
WHEREAS, Section 40950 further requires that membership of said Task
Force shall be determined by the Board of Supervisors and a majority of
the cities within the county which contain a majority of the population in
the county;
WHEREAS, the purpose of the Task Force is to ensure a coordinated and
cost-effective regional recycling system, and to develop goals, policies,
and procedures consistent with guidelines and regulations adopted by the
State Integrated Waste Management Board (IWMB);
WHEREAS, the Task Force may include representatives of the solid waste
industry, environmental organizations, general public, special districts,
and affected governmental agencies;
WHEREAS, the Board of Supervisors and the cities of Santa Clara County
have already established a solid waste decision making structure which
meets the requirements of Public Resources Code Section 40950, namely the
Intergovernmental Council Solid Waste Committee, which is composed of nine
elected officials and provides balanced representation of the problems,
issues and viewpoints in different areas of the County;
WHEREAS, the Solid Waste Committee is advised by the Solid Waste
Technical Advisory Committee, which is composed of solid waste management
professionals from local cities, the County, and the private sector and
representatives of various community organizations, thus bringing a wide
range of expertise, information, and involvement into the decision making
process; and
WHEREAS, the Intergovernmental Council, the principal advisory
committee on countywide solid waste planning in Santa Clara County,
recommends designation of the Solid Waste Committee, with the support of
its Technical Advisory Committee, to fulfill the Task Force role.
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of
Campbell that the resolution to designate the IGC Solid Waste Committee as
the Santa Clara County Source Reduction and Recycling Task Force is hereby
approved and adopted.
