BEING A RESOLUTION OF THE PLANNING COMMISSION OF
THE CITY OF CAMPBELL RECOMMENDING APPROVAL OF A
ZONE CHANGE (PLN2011-313) FROM C/P-D
(CONDOMINIUM/PLANNED DEVELOPMENT) TO P-D (PLANNED
DEVELOPMENT) ON PROPERTY LOCATED AT 1677 S.
BASCOM AVENUE.
After notification and public hearing, as specified by law and after presentation by the
Community Development Director, proponents and opponents, the hearing was closed.
After due consideration of all evidence presented, the Planning Commission did find as
follows with respect to application PLN2011-313:
Environmental Finding
1. A Mitigated Negative Declaration has been prepared for this project concluding that
there are no significant unmitigated impacts associated with this project, pursuant to
the California Environmental Quality Act (CEQA).
Evidentiary Findings
1. The proposed P-D zoning designation is consistent with the current
Commercial/Professional Office/Residential General Plan land use designation for
the property.
2. The proposed density of 36.45 units per gross acre is the maximum allowed dwelling
units per gross acre permitted in the Commercial/Professional Office/Residential
General Plan land use designation with approval of the maximum allowed Density
Bonus pursuant to CMC Section 21.20.040.
3. Under the P-D zoning designation, a 168 rental unit mixed-use development with
15,295 square feet of commercial over podium parking could be constructed on the
project site, if all other development standards could be met.
4. The zoning designation change from C-PD to P-D does not affect the maximum
density range allowed for the property as both the existing and proposed zoning
designations would be subject to the City's Density Bonus Ordinance.
5. The proposed development will not result in allowing more residential units than
would be allowed by other residential zoning districts which are consistent with the
existing General Plan land use designation of the property, subject to the approval of
a Density Bonus.
6. The zoning designation change from C-PD to P-D allows for an apartment
development where currently each unit would require separate ownership.

7. The location of the property near the Vasona Light Rail Hamilton Station offers a
unique opportunity to provide attached housing in close proximity to mass transit
services.
Based upon the foregoing findings of fact, the Planning Commission further finds and
concludes that:
1. The proposed zoning amendment is consistent with the goals, policies, and actions
of the General Plan.
2. The proposed amendment would not be detrimental to the public interest, health,
safety, convenience, or general welfare of the City.
3. The parcel is physically suitable (including absence of physical constraints, access,
and compatibility with adjoining land uses, and provision of utilities) for the requested
zoning designation and anticipated land uses/project.
4. The development and uses will be compatible with the General Plan of the City and
will aid in the harmonious development of the immediate area.
5. No substantial evidence has been presented from which a reasonable argument
could be made that shows that the project, as currently presented and subject to the
required conditions of approval, will have a significant adverse impact on the
environment.
NOW, THEREFORE, BE IT RESOLVED that the Planning Commission recommends
approval of a Zone Change (PLN2011-313) from C/P-D (Condominium/Planned
Development) to P-D (Planned Development) on property located at 1677 S. Bascom
Avenue.
