A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CAMPBELL REJECTING
ALL BIDS FOR THE RADAR SPEED FEEDBACK SIGNS PROJECT (CIP No. 12-HH)
AND AUTHORIZING THE READVERTISEMENT OF PROJECT 12-HH
WHEREAS, the City Council adopted Resolution No. 11390 approving the
specifications and authorizing the call for bids for the Radar Speed Feedback Signs
Project (CIP No. 12-HH) on May 1, 2012; and
WHEREAS, specifications for constructing the Radar Speed Feedback Signs Project
(CIP No. 12-HH) were solicited and opened on July 3, 2012; and
WHEREAS, the apparent low bidder did not meet the Underutilized Disadvantaged
Business Enterprise (UDBE) goal for the project and did not demonstrate a good faith
effort to accomplish this goal; and
WHEREAS, the California Department of Transportation (Caltrans) issued a policy
change regarding Disadvantaged Business Enterprises (DBEs) that staff believes would
result in more responsive bids.
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Campbell
that all bids for the construction of the Radar Speed Feedback Signs Project (CIP No.
12-HH) received on July 3, 2012, are hereby rejected and that the City Council of the
City of Campbell authorizes the City Engineer to readvertise and call for formal bids for
the construction of the Radar Speed Feedback Signs Project (CIP No. 12-HH) and to
award a contract to the lowest responsible bidder.
