BEING A RESOLUTION OF THE PLANNING COMMISSION
OF THE CITY OF CAMPBELL RECOMMENDING APPROVAL
OF A CONDITIONAL USE PERMIT ALLOWING A CAR
RENTAL AGENCY (STANDARD RENT A CAR) ON
PROPERTY LOCATED AT 2470 S. WINCHESTER
BOULEVARD IN A C-2-S (GENERAL COMMERCIAL)
ZONING DISTRICT. APPLICATION OF MR. DAVID
HOUCK ON BEHALF OF STANDARD RENT A CAR. FILE
NO. UP 94-05.
After notification and Public Hearing as specified by law on the application of
the Mr. David Houck, on behalf of Standard Rent A Car, to allow the
establishment of a car rental agency on property located at 2470 S. Winchester
Boulevard in a C-2-S (General Commercial) Zoning District, as per the
application filed in the Planning Department on April 8, 1994; and, after
presentation by the Planning Director, proponents and opponents, the
hearing was closed.
After due consideration of all evidence presented, the Planning Commission
did find as follows with respect to File No. UP 94-05:
The proposed auto rental use is compatible with the existing uses in the
general vicinity.

The proposed auto rental operation does not represent an intensification
of usage.

The provision of a shared parking facility adequately and 11 additional
parking spaces addresses the parking demand for this use.
Based upon the foregoing findings of fact, the Planning Commission
concludes that:
The establishment, maintenance, or operation of the use applied for will
not be detrimental to the public health, safety, peace, morals, comfort or
general welfare of persons residing or working in the neighborhood of
such proposed use, or be detrimental or injurious to property and
improvements in the neighborhood or to the general welfare of the City.

The proposed site is adequate in size and shape to accommodate the said
use with uses in the surrounding area.
The proposed site is adequately served by streets of sufficient capadty to
carry the kind and quantity of traffic such use would generate.
4. The proposed use is compatible with the uses in the area.

Further, the applicant is notified as part of this application that he/she is
required to meet the following conditions in accordance with the Ordinances
of the City of Campbell and the State of California. The lead department with
which the applicant will work is identified on each condition. Additionally,
the applicant is hereby notified that he/she is required to comply with all
applicable Codes or Ordinances of the City of Campbell and the State of
California that pertain to this development and are not herein specified.
APPROVED USE
1. Approval is granted for a car rental agency of 1,140 square feet located at
2470 S. Winchester Boulevard. The proposed business shall substantially
comply with the applicant's description per attachment #3 of the
Planning Commission Report and the following conditions
A. Operational Hours:
Monday through Friday 7:30 a.m. to 6:00 p.m.
Saturdays/Sunday 9:00 a.m. to 1:00 p.m.
B. A maximum of 15 rental cars to be parked on site at any time.
C. Routine repair and servicing of vehicles is not permitted on site.
D. Applicant to designate 10 parking spaces for rental vehicle parking
only.

Trash Enclosure: Applicant to provide a screened trash enclosure area in
a location and manner as approved by the Community Development
Director and Central Fire District. (Community Development
Department)
Sign Application: Applicant to secure any necessary sign permits as
required by Section 21.52.100 of the Campbell Municipal Code.

Building Permits: Applicant to obtain any necessary building, electrical,
plumbing and/or mechanical permits prior to construction. (Building)
Fire Extinguisher: Install one 2A-10B:C fire extinguisher. (Fire)

Fire Department Occupancy Inspection: A Fire Department occupancy
inspection is required to building occupancy. (Fire).
Filtration System: In the event that on site washing of vehicles is to
occur in the future, the applicant will install a filtration system
connecting to the sewerage system rather than the storm drain system
for water used to wash cars.
