CC Resolution 11459RESOLUTION N0. 11459 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CAMPBELL AUTHORIZING THE CITY ENGINEER TO SUBMIT VEHICLE REGISTRATION FEE (VRF) PROGRAM GRANT APPLICATIONS FOR THE WINCHESTER BOULEVARD ITS PROJECT AND THE HAMILTON AVENUE/BASCOM AVENUE ITS PROJECT WHEREAS, in November 2010, Santa Clara County voters approved Measure B, the Traffic Congestion Relief and Road Improvement Measure, that increased the Santa Clara County Vehicle Registration Fee by $10 per registered vehicle; and WHEREAS, on June 7, 2012, the Santa Clara Valley Transportation Authority (VTA) Board made available $2.2 million in Vehicle Registration Fee revenue to Intelligent Transportation Systems (ITS) projects; with $1.6 million going to the Regional Intelligent Transportation Systems Maintenance Service (RITSMS) and the remaining $600,000 dedicated to Regional Traffic Operations Personal Service (RTOPS); and WHEREAS, the VTA Board also adopted project eligibility and screening criteria to evaluate potential candidate projects; and WHEREAS, the Winchester Boulevard ITS Project would replace controller equipment that has reached the end of its useful life and fill gaps in the existing communication system and also consider the retiming of signals on Winchester Boulevard and the replacement of controller cabinets at Winchester Boulevard/Latimer Avenue and Winchester Boulevard/Budd Avenue, respectively; and WHEREAS, the Winchester Boulevard ITS Project is included in the City's Capital Improvement Plan (CIP) Fiscal Year (FY) 2013-2017; and WHEREAS, the Hamilton Avenue/Bascom Avenue ITS Project combines two project concepts: 1) The Bascom Avenue Video Detection Project that is included in the City's CIP FY 2013-2017 and 2) West Hamilton Avenue Traffic Responsive System (TRS) Project; and WHEREAS, on April 3, 2012, the City Council adopted Resolution No. 11380 authorizing staff to submit a Program for Arterial System Synchronization (PASS) grant application for the West Hamilton Avenue TRS Project; and WHEREAS, the Hamilton Avenue/Bascom Avenue ITS Project would furnish and install video detection systems at Bascom Avenue/Pruneyard and Bascom Avenue/Apricot Avenue, respectively, and install an emergency vehicle preemption (EVP) system at Bascom Avenue/Apricot Avenue; and WHEREAS, the Hamilton Avenue/Bascom Avenue ITS Project would prepare morning, midday, and afternoon peak period timing plans for both weekday and weekend scenarios; and WHEREAS, the Hamilton Avenue/Bascom Avenue ITS project would also include the procurement of a GPS clock and an Ethernet router for the communication system and enable West Hamilton Avenue traffic signals between Phoenix Drive and Eden Avenue to be synchronized with the San Tomas Expressway/Hamilton Avenue signalized intersection; and WHEREAS, the Vehicle Registration Fee program requires no local match and the maximum total cost of each project is $150,000; and WHEREAS, the preliminary engineer's estimate to design and construct the Winchester Boulevard ITS Project is $150,000; and WHEREAS, the preliminary engineer's estimate to analyze, design, and construct the Hamilton Avenue/Bascom Avenue ITS Project is $125,000. NOW, THEREFORE, BE IT RESOLVED, by the City Council of the City of Campbell that the City Engineer is hereby authorized to submit Vehicle Registration Fee Program grant applications for the Winchester Boulevard ITS Project and the Hamilton Avenue/Bascom Avenue ITS Project, respectively.
