BEING A RESOLUTION OF THE PLANNING COMMISSION OF
THE CITY OF CAMPBELL APPROVING A CONDITIONAL USE
PERMIT TO ALLOW THE ESTABLISHMENT OF A VETERINARY
CLINIC IN CONJUNCTION WITH A PET SUPPLY STORE IN AN
EXISTING SHOPPING CENTER LOCATED AT 850 W. HAMILTON
AVENUE IN A PD (PLANNED DEVELOPMENT) ZONING
DISTRICT. FILE NO. UP 94-12.
After notification and Public Hearing as specified by law on the application of
the Ms. Trish Flowers, on behalf of PetsMart, to approve a Conditional Use
Permit allowing the establishment of a veterinary clinic in conjunction with
a pet supply store, and after presentation by the Community Development
Director, proponents and opponents, the hearing was dosed.
After due consideration of all evidence presented, the Planning Commission
did find as follows with respect to File No. UP 94-12:
The retail use and veterinary services do not represent an intensification
of the existing use.
2. There is sufficient parking facilities to accommodate the proposed use.

The sign request is similar to other roof-mounted signs approved by the
Planning Commission for major tenants.

Due to the roof style and design, the size of roof-mounted sign is
necessary and appropriate to identify the tenant within the shopping
center.
Based upon the foregoing findings of fact, the Planning Commission
concludes that:
The establishment, maintenance, or operation of the use applied for will
not be detrimental to the public health, safety, peace, morals, comfort or
general welfare of persons residing or working in the neighborhood of
such proposed use, or be detrimental or injurious to property and
improvements in the neighborhood or to the general welfare of the City.

The proposed site is adequate in size and shape to accommodate the said
use with uses in the surrounding area.
The proposed site is adequately served by streets of suffident capacity to
carry the kind and quantity of traffic such use would generate.

4. The proposed use is compatible with the uses in the area.
Further, the applicant is notified as part of this application that he/she is
required to meet the following conditions in accordance with the Ordinances
of the City of Campbell and the State of California. The lead department with
which the applicant will work is identified on each condition. Additionally,
the applicant is hereby notified that he/she is required to comply with all
applicable Codes or Ordinances of the City of Campbell and the State of
California that pertain to this development and are not herein specified.
APPROVED USE
1. Approval is granted for a 24,254 square foot tenant space in an existing
building for a retail pet supply operation and veterinary clinic located at
850 W. Hamilton Avenue. The proposed business shall substantially
comply with the applicant's description per the attachments of the
Planning Commission Report.
Hours of Operation: The business hours Monday - Sunday, shall not
exceed the following hours: 6 a.m. to 11 p.m.
Sign Application: Approval is granted for a 77 square foot, roof-
mounted sign bearing the PetsMart logo as indicated on plans for SA 94-
25. Applicant to secure any necessary sign permits as required by Section
21.52.100 of the Campbell Municipal Code. (Community Development

Tenant Improvements/Building Permits: Existing or future tenant
improvements are subject to issuance of building permits and final
clearance prior to occupancy. (Building)
Fire Sprinklers: Augment existing automatic fire sprinkler system to
provide coverage for the building addition. (Central Fire)
Fire Alarm Devices: Automatic fire sprinkler system alarm devices shall
be monitored by an approved central station. (Central Fire)
Exits: Exits shall conform to 1991 California Building Code. (Central
Fire)
Key Box: Property owner to provide fire department key box (KNOX).

LETTER OF EXPLANATION
PETsMART, Inc. is rextuesting a conditional use permit for a vete~nary clinic of approximately 1,415 S.F, a
receiving pod of approximately 600 S.F., modifications to the elevations of an existing retail store, and revisions to
building signage. These facilities are to be incorporated at the proposed PETsMART Store located at 850 W.
Hamilton Ave.
The activities of the veterinat3, clinic include routine animal examinations and minor surgeries such as neutering and
declawing. This facility will service small animals only. There will be no exterior kennels or rum and no animals
will be kept overnight. There may be limited retail sales of specialty animal diets within the ve~erimy clinic. The
hours of operation will be approximately 9:00 ~am, to 7:00 p.m. only. Emergency after hours care will be
subcontracted to a specialized facility elsewhere.
PETsMART will sublease the veterinary clinic to a state licensed veterinarian who will b~. responsible for its
operation and maintenance. The veterinarian will be responsible for all stale inspections needeck etc.
The receiving pod will be used to receive merchandise for the store. The receiving pod will be fully enclosed to
protect it from the elements, as opposed to the current store's open-air receiving docks.
The front elevation, north elevation, will be modified to conform to PETsMART floor plan/fixture plan inside. The
modifications include removing the existing automatic sliding doors, reframing the opening; ~ ~ "blacked-
out" glazing panels; "blackening-out" existing fixed glazing; providing new automatic sliding dool~ at approxim_ately
the cemer of the storefront elevaqon; and providing a new storefront enny, for the veterinary clinic, in the existing
block wall at the right side of the elevation.
The rear elevation, south elevation, will be modified to provide the enclosed receiving pod at the south west comer
of the building and an enclosed electrical/storage room at the south east comer of the building, These spaces will
be enclosed with a block material similar to that of the existing building material.
The lmilding's signage will be increased to approximately 120 square feet and will be reverse channel letters with
plexiglass face on an exposed raceway system. This sign will be mounted on the existing canopy slope of the
mansard roof, where the existing box sign currently is.
PETsMART will also revise the existing monument sign by including PETsMARTs name on the sign using similar
materials to those existing.
