A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CAMPBELL
AUTHORIZING THE CITY ENGINEER TO SUBMIT VEHICLE EMISSIONS
REDUCTIONS BASED AT SCHOOLS (VERBS) PROGRAM GRANT APPLICATIONS
FOR THE VIRGINIA AVENUE SIDEWALKS PROJECT, HARRIET AVENUE
SIDEWALKS PROJECT, AND CITYWIDE SCHOOL SIDEWALKS PROJECT AND
PROVIDE LETTER OF SUPPORT FOR
COUNTY PUBLIC HEALTH DEPARTMENT GRANT APPLICATION
WHEREAS, the Vehicle Emissions Reductions Based at Schools (VERBS) Program is
Santa Clara County's locally programmed portion of the Metropolitan Transportation
Commission's (MTC) Climate Initiative Safe Routes to School program; and
WHEREAS, VERBS is focused on reducing greenhouse gases by promoting walking,
biking, transit, and carpooling to school, targeting grades K-12; and
WHEREAS, the competitive Fiscal Year 2013-2016 VERBS Capital Grant Program has
approximately $5.38 million of Congestion Mitigation and Air Quality (CMAQ) funds
available; and
WHEREAS, each grant application must request a minimum of $500,000 in grant funds
per proposal; and
WHEREAS, the Virginia Avenue Sidewalks Project would construct sidewalks where
sidewalks are missing on Virginia Avenue between Hacienda Avenue and Budd
Avenue; and
WHEREAS, the preliminary engineer's estimate to design and construct the Virginia
Avenue Sidewalks Project is $800,000; and
WHEREAS, the Harriet Avenue Sidewalks Project would construct sidewalks where
sidewalks are missing on Harriet Avenue between Westmont Avenue and Van Dusen
Lane; and
WHEREAS, the preliminary engineer's estimate to design and construct the Harriet
Avenue Sidewalks Project is $800,000; and
WHEREAS, the Citywide School Sidewalks Project would construct sidewalks where
sidewalks are missing on Chapman Drive west of Theresa Avenue, Eden Avenue
between Hamilton Avenue and the north city limits, and Leigh Avenue between Dry
Creek Road and Bent Drive; and
WHEREAS, the preliminary engineer's estimate to design and construct the Citywide
School Sidewalks Project is $950,000; and
WHEREAS, the VERBS Program requires a minimum 11.47 percent local match; and

WHEREAS, the minimum local match would be $91,760 for the Virginia Avenue
Sidewalks Project and the Harriet Avenue Sidewalks Project, respectively, and
$108,965 for the Citywide School Sidewalks Project; and
WHEREAS, the County Public Health Department proposes to submit a non-
infrastructure grant application to the VERBS Program for continued work in the
community supporting and promoting bicycling and walking to schools; and
WHEREAS, the County Public Health Department has requested a letter of support
from the City of Campbell for their proposed VERBS Program grant application.
NOW, THEREFORE, BE IT RESOLVED, by the City Council of the City of Campbell
that the City Engineer is hereby authorized to submit Vehicle Emissions Reductions
Based at Schools (VERBS) Program grant applications for the Virginia Avenue
Sidewalks Project, Harriet Avenue Sidewalks Project, and Citywide School Sidewalks
Project, respectively.
BE IT FURTHER RESOLVED that the City of Campbell will provide a minimum 11.47
percent local match for each project that is awarded a VERBS grant.
BE IT FURTHER RESOLVED that the City Manager is hereby authorized to prepare
and execute a letter of support on behalf of the City of Campbell for the County Public
Health Department's grant application to the VERBS Program.
