A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CAMPBELL
FOR THE AUTHORIZATION OF A SOLE PURCHASE OF
TWO VIDEO DETECTION SYSTEMS
WHEREAS, video detection systems are utilized in high traffic volume intersections to view
and monitor traffic flow; and
WHEREAS, there are currently seven signalized intersections within the City which are
monitored by video detection systems that are aging and beginning to provide detection data
that is unreliable; and
WHEREAS, these camera detection systems are not Ethernet compatible, this translates to
longer downtime for repair and maintenance. Additionally, parts for the current video detection
system are obsolete and the manufacturer no longer supports these systems; and
WHEREAS, on September 18, 2012, City Council adopted Resolution No. 11459, which
authorized the City Engineer to submit a grant application to the Santa Clara Valley
Transportation Authority to purchase video detection systems for designated intersections that
do not currently have any video detection; and
WHEREAS, staff is requesting that Council authorize the Public Works Superintendent to
purchase two additional video detection systems which will be installed to replace older systems
at the intersection of Hamilton and Highway 17 and the intersection of Creekside and Hamilton;
and
WHEREAS, Western Pacific Signal, is the only dealer who is authorized to sell the video
detection systems in the Bay Area; and
WHEREAS, the cost for one video detection system is estimated at $12,500.00. There is
sufficient funding to purchase these two units in the current FY 12/13, Signal and Lighting
Maintenance Budget.
NOW, THEREFORE, BE IT RESOLVED that the City Council authorize the Public Works
Superintendent to purchase two video detection systems from a sole source, Western Pacific
Signal.
