BEING A RESOLUTION OF THE PLANNING COMMISSION
OF THE CITY OF CAMPBELL RECOMMENDING APPROVAL
OF A SIGN APPLICATION ALLOWING PERMANENT AND
TEMPORARY FREEWAY-ORIENTED SIGNS AND
APPROVING OFF-SITE TEMPORARY SIGNS ON PROPERTY
LOCATED AT 500 RAILWAY AVENUE, IN A P-D (PLANNED
DEVELOPMENT) ZONING DISTRICT; APPLICATION OF BAY
APARTMENT COMMUNITIES, FILE NO. SA 94-31.
After notification and public hearing as specified by law on the application of
Bay APartment Communities, allowing permanent and temporary freeway
oriented signs on property located at 500 Railway Avenue, in a P-D (Planned
Development) Zoning District, as per the application filed in the Planning
Division on October 13, 1994; and, after presentation by the Community
Development Director, proponents, ,and opponents, the hearing was dosed.
After due consideration of all evidence, presented, the Planning Commission
did find as follows with respect to File No. SA 94-31:
1. The use or uses for which the signs would be erected would not be
adequately identified or are unuSuallY difficult to located in
comparison to similar ;uses. Exceeding the standards provided in this
chapter are warranted because of the center's insufficient visibility from
the public right-of-way.
Denial of the proposed application would cause an undo hardship
because the Canyon Creek Apartment project is located in an area that
has not historically supported residential development or uses in the
City of Campbell. Additional and off-site identification is necessary to
provide exposure to the project area. ~
The proposed banners and off-site signs are temporary in nature, and
will be removed subject to the. conditions of project approval. The
proposed permanent sign is similar in concept to other freeway
oriented signs approved by the City, however it is smaller in area than
previously approved signs of this nature.

The proposed sign program has been designed in such a manner that
the potential for negative aesthetic impacts is not considered
Significant. The proposed off-site Signs have been designed utilizing
attractive monument features, and the on-site freeway signs have been
designed in such a manner that their impact will be minimal. The
proposed permanent sign has been designed so as not to detract from
the architecture of the structure, and to create a sign that is minimal

and attractive. The banner sign treatment is temporary in nature, and
will be applied to the side of the buildings so as to minimize any visual
impact.
5. The sign is limited to identification of on-site businesses; and,
Therefore, the Planning Commission, hereby, also finds in conclusion that:
The establishment, maintenance, or operation of the use applied for
will not be detrimental to the health, safety, peace, morals, comfort or
general welfare of persons residing or working in the neighborhood of
such proposed use, or be detrimental or injurious to property and
improvements in the neighborhood or to the general welfare of the
City.
Further, the applicants are notified as part of this application that they are
required to comply with all applicable Codes and Ordinances of the City of
Campbell and the State of California which pertain to this application and are
not herein specified. And, that this approval is granted subject to the
following Conditions of Approval:
Freeway-oriented sign conditions of approval;
Any necessary building and/or electrical permits shall be obtained prior
to the installation of any proposed signage.

The time limit for all temporary signs shall be until the units are 90%
leased. Monthly reports shall be submitted by the applicant to the
Community Development Department on the project's leasing activity.
o
Prior to the construction of any signs the applicant shall provide a
faithful performance bond for the demolition/removal of all of the
temporary signs, subject to the approval of the Community
Development Director.
4. Signs shall consist of the following:
A 72 square foot permanent wall mounted freeway oriented sign
consisting of 24 inch high bronze letters that will be back-lit and
located on the side of one of the two buildings that straddle the
westerly end of the pool area;

permanent sign copy would read "Canyon Creek Apartment
Homes";
approximately 480 square feet of temporary freeway oriented
banner signs to be located on the side elevations of the two
buildings that straddle the westerly end of the pool area; and,
temporary banner signs to remain in place until the project is
90% leased.
No future temporary sign applications will be permitted for this
project.
Final banner sign colors are subject to the approval of the Community
Development Director.
