CC Resolution 11567RESOLUTION NO. iis6~ A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CAMPBELL AUTHORIZING THE ISSUANCE OF A CARNIVAL PERMIT TO THE ST. GEORGE COPTIC ORTHODOX CHURCH THE CARNIVAL COMMONLY KNOWN AS THE EGYPTIAN FESTIVAL OF CAMPBELL LOCATED AT 395 W RINCON AVENUE, SEPTEMBER 6T" TO SEPTEMBER 8T", 2013 WHEREAS, After notification and public hearing and presentation by the Police Department, after due consideration of all the evidence presented, the City Council does find as follows: 1. The dates and hours of operation for the carnival shall be as follows: Friday September 6th 5:00 pm - 9:00 pm Saturday September 7th 10:00 am - 9:00 pm Sunday September 8th 12:00 pm - 7:00 pm 2. Food : The majority of the food for the event will be prepared by Grill Master Catering a licensed caterer, the food will be prepared at the catering company's kitchen facility. A barbeque will also be used at the event site to prepare food. The screened in food court will be used for food service. The food service location and the barbeque area will only operate after receiving approval by the Santa Clara County Environmental Health Department. 3. Game Booths: Parish volunteers will operate game booths. All booths will only operate after receiving approval by Santa Clara County Central Fire District. 4. Promotions: (a) Banners will be placed at St. George Coptic Orthodox Church located at 395 W. Rincon Avenue and at United Church of Christ at 400 West Campbell Avenue (b) The following website will also be used for advertising: www.egyotianfestivalca.com (c) Local newspapers, radio and television. (d) Ticket sales 5. Parking: Parking will be available at United Church of Christ located at 400 West Campbell Avenue. There will also be street parking and possibly parking in a nearby school. Normal paths to and from the entrances and exits will be available and festival volunteers will monitor these paths to ensure that emergency and fire vehicles will have constant access to the premises. 6. Security: Security will be provided by three security guards being hired. 7. Noise: The festival coordinator and musicians will insure that the sound and bass levels are modulated so as not to disturb neighbors in the community. The festival coordinator has also assured the Campbell Police Department that any refrigeration units and/or generators will be turned off after the end of the festival each day so as not to disturb the neighborhood. 8. Raffle: The festival coordinator will provide proof of compliance with the Attorney General's office non-profit raffle registration. WHEREAS, based on the foregoing findings, the City Council further finds and concludes that as conditioned, the proposed activity and location should not create a public nuisance. WHEREAS, the City Council approves the application St. George Coptic Orthodox Church for a Carnival permit and waives 50% of permit fees for the Egyptian Festival of Campbell. NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of Campbell does hereby grant a Carnival permit to St. George Coptic Orthodox Church, conditioned upon the compliance with the findings set forth above.
