BEING A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF i
CAMBPELL AUTHORIZING THE CITY MANAGER TO DISPENSE WITH
THE FORMAL BIDDING PROCESS AS ALLOWED PURSUANT TO
CAMPBELL MUNICIPAL CODE SECTION 3.20.091 FOR THE
PREPARATION OF THE 2014-2022 HOUSING ELEMENT UPDATE
WHEREAS; the City of Campbell is required by the State to update its Housing Element by
January 31, 2015; and
WHEREAS, the City of Campbell desires the services of a qualified consultant to prepare a
comprehensive update of the Housing Element; and
WHEREAS, a Campbell Municipal Code authorizes the City to dispense with the formal
bidding process if certain conditions are met; and
WHEREAS, the consultant services associated with the Housing Element update shall have
a value more than fifteen thousand dollars; and
WHEREAS, the City has determined that the use of the competitive bidding process for the
2014-2022 Housing Element update is not practical or advantageous due to the following:
1. Price is not a primary consideration as the City is mandated to update the General Plan
Housing Element regardless of cost; and,
2. The head of the consulting firm currently under consideration has assisted the City with
the successful completion of the last Housing Element update; and,
3. The consulting firm currently under consideration has in-depth knowledge and
familiarity with City operations, vision documents, and the Goals, Policies, and
Strategies set forth in the City of Campbell General Plan.
NOW, THEREFORE, BE IT RESOLVED, that the City Council of the City of Campbell
hereby authorizes the City Manager to dispense with the formal bidding process as allowed
pursuant to CMC Section 320.091.
