A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CAMPBELL
AUTHORIZING THE SOLE SOURCE PURCHASE OF VIDEO DETECTION SYSTEMS
FOR THE HAMILTON-BASCOM INTELLIGENT TRANSPORTATION SYSTEMS
PROJECT AND OTHER SIMILAR SOLE SOURCE PURCHASES DURING FISCAL
YEAR 2013114
WHEREAS, on September 18, 2012, City Council adopted Resolution No. 11459, which
authorized the City Engineer to submit a grant application to the Santa Clara Valley
Transportation Authority for the Hamilton-Bascom Intelligent Transportation Systems
(ITS) Project; and
WHEREAS, the Hamilton-Bascom ITS Project would purchase Ethernet-ready, single-
camera video detection systems for two designated Bascom Avenue intersections that
do not currently have any video detection; and
WHEREAS, the City Council adopted Council Resolution No. 11560 authorizing the
Public Works Superintendent to purchase two video detection systems to replace
systems at Hamilton/Highway 17 and Hamilton/Creekside; and
WHEREAS, there is only one known Ethernet-ready, single-camera video detection
system available on the market; and
WHEREAS, the Ethernet-ready, single-camera video detection system is more cost-
effective and allows for quicker maintenance response times than other video detection
systems; and
WHEREAS, Western Pacific Signal is the only vendor that is authorized to sell the
Ethernet-ready, single-camera video detection systems in the Bay Area; and
WHEREAS, purchase of the two Ethernet-ready single-camera video detection systems
before July 30, 2013, would make the City eligible to receive a $2,000 discount and
allow staff to use the cost savings for other equipment and software purchases for the
Hamilton-Bascom ITS Project; and
WHEREAS, the estimated cost of two systems, including the $2,000 discount, is
$27,900; and
WHEREAS, staff recommends that the City Council authorize the sole source purchase
of video detection systems from WPS for Fiscal Year 13/14 for any other program or
project to allow for more accelerated scheduling of future purchases without burdening
the City Council with each purchase.
NOW, THEREFORE, BE IT RESOLVED that- the Public Works Director is hereby
authorized to purchase two Ethernet-ready single-camera video detection systems from
a sole source, Western Pacific Signal, for the Hamilton-Bascom ITS Project 14-MM.
BE IT FURTHER RESOLVED that the Public Works Director is hereby authorized to
purchase additional Ethernet-ready single-camera video detection .systems from
Western Pacific Signal for any program or project during Fiscal Year 2013/14.
