A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CAMPBELL
AUTHORIZING THE SOLE SOURCE PURCHASE OF TRAFFIC SIGNAL
CONTROLLERS AND ETHERNET ROUTERS FOR THE WINCHESTER
BOULEVARD SIGNAL TIMING PROJECT 14-DD
WHEREAS, on January 18, 2013, the City Council adopted Resolution No. 11496
authorizing the City Engineer to submit a Transportation Fund for Clean Air (TFCA)
Program grant application to the Santa Clara Valley Transportation Authority (VTA) for
the Winchester Boulevard Signal Timing Project; and
WHEREAS, in June 2013, staff learned that VTA was awarding a grant of $130,000 to
the City of Campbell for the Winchester Boulevard Signal Timing Project (CIP No. 14-
DD)and is authorizing staff to begin work on this project; and
WHEREAS, the Winchester Boulevard Signal Timing Project would replace controller
equipment and retime traffic signals between Latimer Avenue and Hacienda Avenue
and fill gaps in the existing communication system; and
WHEREAS, the controller equipment to be purchased includes a total of nine traffic
signal controllers (with adapter harnesses) and 11 Ethernet routers; and
WHEREAS, the engineer's estimate for the cost of the equipment and associated labor
to program the controllers and routers is approximately $81,000; and
WHEREAS, the City's purchasing policy requires formal bids for equipment purchases
over $25,000; and
WHEREAS, staff recommends that the City Council authorize the sole source purchase
of the traffic signal controllers from Western Pacific Signal (WPS), the only vendor in
Northern California for the Naztec controller that the City uses; and
WHEREAS, staff also recommends authorizing sole source purchases of the Ethernet
routers from WPS since WPS sells the same Ethernet router that the City uses
elsewhere on Hamilton Avenue and Bascom Avenue; and
WHEREAS, authorizing the sole source purchase of traffic signal controllers and
Ethernet routers would accelerate the arrival of project equipment since the time for
advertising formal bids would be eliminated; and
WHEREAS, there is no apparent fiscal impact with sole source purchases of the WPS
traffic signal controllers and Ethernet routers.
NOW, THEREFORE, BE IT RESOLVED that the Public Works Director is hereby
authorized to purchase nine traffic signal controllers (with adapter harnesses) and 11
Ethernet routers from a sole source, Western Pacific Signal, for the Winchester
Boulevard Signal Timing Project 14-DD.
