BEING A RESOLUTION OF THE PLANNING COMMISSION OF
THE CITY OF CAMPBELL APPROVING A SIGN PERMIT
(PLN2012-233) TO ALLOW A MANUAL READERBOARD SIGN
FOR A PUBLIC ASSEMBLY USE ON PROPERTY LOCATED AT
2350 WINCHESTER BOULEVARD.
After notification and public hearing, as specified by law and after presentation by the
Community Development Director, proponents and opponents, the hearing was closed.
After due consideration of all evidence presented, the Planning Commission did find as
follows with respect to file number PLN2012-233:
Environmental Finding
1. The project qualifies as an Exempt project under Section 15311, Class 11 of the
California Environmental Quality Act (CEQA), pertaining to the construction or
placement of on-premise signs.
Evidentiary Findings
1. The proposed manual readerboard sign is limited to identification of an on-site use that
is located on the project site.
2. The proposed manual readerboard sign may be allowed with the approval of the
Planning Commission for a public assembly use with more than 50 fixed seats. The
project site currently has approximately 1,200 fixed seats.
3. Inspection of the site and the proposed sign, and review of the plans, disclose that the
sign complies with all of the regulations of this chapter with the approval of an increase
in readerboard sign height pursuant to CMC 21.30.030(C)(4).
Based on the foregoing findings of fact, the Planning Commission further finds and
concludes that:
1. The proposed readerboard sign is consistent with the requirements of the Sign
Ordinance, with the approval of an increase in sign height.
2. The readerboard sign otherwise allowed by the Sign Ordinance would not be visible to
the public due to issues of distance or obstructions that are beyond the control of the
owner of the site on which the signs would be located.
3. The readerboard sign would be made visible and intelligible to a person of normal sight
by allowing an increase in height of the sign pursuant CMC 21.30.030(C)(4).

4. That the location and design of the proposed sign does not obscure existing or
adjacent signs from view.
5. The location and design of the proposed sign (e.g., size, shape, illumination, and color)
is compatible with the visual characteristics of the surrounding area so as not to detract
from or cause to decrease the value or quality of adjacent properties.
6. The location and design of the sign in close proximity to any residential district does not
adversely affect the quality or character of the residential area.
7. No substantial evidence has been presented from which a reasonable argument could
be made that shows that the project, as currently presented and subject to the required
Conditions of Approval, will have a significant adverse impact on the environment.
8. There is a reasonable relationship and a rough proportionality between the Conditions
of Approval and the impacts of the project.
THEREFORE, BE IT RESOLVED that the Planning Commission approves a Sign Permit
(PLN2012-233) to allow a manual readerboard sign for a public assembly use on property
located at 2350 Winchester Boulevard.
Where approval by the Director of Community Development, City Engineer, Public Works
Director, City Attorney or Fire Department is required, that review shall be for compliance
with all applicable conditions of approval, adopted policies and guidelines, ordinances,
laws and regulations and accepted engineering practices for the item under review.
Additionally, the applicant is hereby notified that he/she is required to comply with all
applicable Codes or Ordinances of the City of Campbell and the State of California that
pertain to this development and are not herein specified.

Approved Project: Approval is granted fora Sign Permit (PLN2012-233) for a
freestanding manual readerboard sign located at 2350 Winchester Boulevard. The sign
shall substantially conform to the revised project plans stamped as received by the
Community Development Department on July 11, 2013, except as may be modified by
the Conditions of approval herein.
2. Existing Signage: The existing monument sign shall be removed prior obtaining a
building permit for the freestanding manual reader board sign.
Internal Illumination: The sign illumination shall not cause glare or interfere with
vehicular traffic along Winchester Boulevard. The Community Development Director
shall have the authority to require a reduction in the intensity of illumination if the
Director determines that the illumination is excessive.

4. Sign Maintenance: The sign shall be maintained in good condition at all times and
shall be repaired or replaced as necessary.
Building Permits Required: The applicant shall obtain all necessary building and/or
electrical permits from the Building Division prior to the installation of any new signs.
6. Development Approval Expiration: The Sign Approval shall be valid for one year from
the date of Planning Commission approval. Within this one year period, a building
permit must be obtained or the Sign Approval shall expire and be deemed void without
further notification by the City.
7. Minimum Seating: The sanctuary building of the Campbell Church of Christ shall
maintain at least fifty (50) fixed seats at all time.
Building Division
8. Permits Required: A building permit shall be required for the proposed sign. The
building permit shall include Electric and Mechanical fees when such work is part of the
permit. Prior to performing any work, the applicant shall make application to, and
receive from the Building Division, all applicable construction permits.
