CC Resolution 11652RESOLUTION NO. ii6sz A RESOLUTION OF THE. CITY COUNCIL OF THE CITY OF CAMPBELL APPROVING A BUDGET ADJUSTMENT FOR THE RADAR SPEED FEEDBACK SIGNS PROJECT WHEREAS, in September 2010, staff submitted a grant application for $198,000 in federal Highway Safety Improvement Program (HSIP) grant funds for the Radar Speed Feedback Signs Project; and WHEREAS, the Radar Speed Feedback Signs Project 12-HH originally was to furnish and install radar signs at permanent locations on eleven streets; and WHEREAS, the total cost to design and construct the project was estimated to be $220,000; and , WHEREAS, on February 28, 2011, staff learned that the City had been awarded $198,000 in federal HSIP grant funds for the project; and WHEREAS, the HSIP grant program requires a ten percent local match; and WHEREAS, on October 4, 2012, Caltrans approved a Public Interest Finding (PIF) allowing the City of Campbell to use the City of San Jose's competitive bid results to purchase radar speed feedback signs for Campbell; and WHEREAS, the result was a significant cost savings of over $78,600 to the City; and WHEREAS, on January 10, 2013, staff requested Caltrans' approval of a second Public Interest Finding (PIF) to allow the City to .purchase ten additional radar signs with the grant surplus; and WHEREAS, on January 11, 2013, Caltrans staff approved the second PIF; and WHEREAS, on May 7, 2013, the City Council adopted Resolution No. 11543 authorizing the City Engineer to execute a contract change order for the Radar Speed Feedback Signs Project; and WHEREAS, the change order was to furnish and install the ten additional signs; and WHEREAS, on August 20, 2013, the City Council adopted Resolution No. 11592 accepting the improvements for the Radar Speed Feedback Signs Project (12-HH) and directing staff to file the Notice of Completion' and WHEREAS, staff requested reimbursement for the final invoice of this project shortly thereafter; and WHEREAS, in October 2013, staff learned that certain project expenses were ineligible for federal Highway Safety Improvement Program (HSIP) grant funding; and WHEREAS, expenses related to change order work involving sign locations beyond the original project limits were deemed ineligible ("non-participating") since environmental review had not been performed and the original HSIP grant funding had not been programmed for the new sign locations; and , WHEREAS, the PIF approval from January 11, 2013, approved the concept of purchasing the ten additional signs with the grant surplus but did not necessarily authorize the City to use the grant funds without an environmental review and funding approval specifically for the ten new sign locations; and , WHEREAS, the attached budget adjustment has been prepared for Council's consideration to provide $45,295.04 from the City's General Fund for the change order work; and WHEREAS, since the General Fund has already advanced funds to cover these expenses, ,the budget adjustment would document the funds already advanced by the General Fund for the cost of the ten additional signs; and WHEREAS, the use of the City of San Jose's competitive bid results earlier in the project saved the City approximately $76,800 to purchase the radar signs in the original scope; and WHEREAS, the cost savings from using San Jose's bid results more than covers the cost of the change order work (i.e., purchasing and installing ten additional signs). NOW, THEREFORE; BE IT RESOLVED that the City Council of the City of Campbell approves the budget adjustment allocating $45,295.04 in the City's general funds to the Radar Speed Feedback Signs Project and related transfers.
