CC Resolution 1167811678 RESOLUTION NO. RESOLUTION AMENDING THE CLASSIFICATION AND SALARY PLAN WHEREAS, The City Manager is required by Section 2.12.030 of the Campbell Municipal code to prepare and submit to the City Council recommendations for the reorganization of offices, departments, and positions which are considered to be in the best interest of efficient, effective and economical conduct of the municipal services provided by the City; and WHEREAS, Title 2, Section 2.16.020 of the Campbell Municipal Code provides that the City Council may, from time to time, by resolution, change the compensation of employees of said City, and may, by resolution, adopt salary and wage scales; and WHEREAS, a review has been conducted; and WHEREAS, an amendment to the current Classification and Salary Plan is needed to meet the requirements of Municipal Code Section 2.12.030. NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of Campbell does hereby approve the revised class specification of Code Enforcement Officer (Attachment C) as outlined in the Council Report. Waterman, Mayor ATTEST: Anne Bybee, City Clerk CITY OF CAMPBELL CODE ENFORCEMENT OFFICER DEFINITION Under general supervision, performs work involving inspection and enforcement of codes and ordinances including zoning, nuisance abatement, property maintenance, housing, signs, noise, and business licenses; and does related work as required. TYPICAL DUTIES Conducts field checks and responds to citizen complaints regarding City codes and ordinances; informs public by phone and in person regarding code regulations and violations; conducts investigations, and coordinates inspections with staff of other City departments; coordinates activities with other regulatory agencies having jurisdiction within the City; issues warning notices, notices to appear, and citations; develops and implements effective public education strategies concerning codes and ordinances; explains and interprets and makes presentations to community groups and businesses; administers the City's Smoking Ordinance; presents cases before Commissions and City Council as needed; prepares reports and evidence and conducts code enforcement data surveys; assists City Attorney's office in research and case preparation for court action; testifies in court as needed; on occasion, may be required to work early mornings, evenings, and weekends; and performs other duties as assigned. EMPLOYMENT STANDARDS Education and Experience: Bachelor's degree in Planning, Public or Business Administration, Administration of Justice, or related field highly desirable; plus two years of experience dealing with the public in any of the following types of work: code enforcement, planning, inspection, investigation, or other closely related experience (additional related experience may be substituted for the education requirement on a year for year basis up to a maximum of two years). Knowledge of: Safe and efficient work practices related to inspection and enforcement duties; principles of good customer service; effective communication and persuasion techniques; research methods and investigative techniques; basic personal computer software applications. Ability to: Read and interpret laws, codes, ordinances and policies; inspect, investigate and enforce codes and ordinances; prepare and present clear, concise and comprehensive verbal and written reports; analyze complex situations, problems and data, and use sound judgment in making decisions; communicate effectively and tactfully with the public in difficult situations; establish and maintain effective working relationships with City officials and employees, property and business owners, and staff of other regulatory agencies; work independently and schedule and coordinate own workload. Possession of: Est. 72/97; Rev. 5/14 Valid California Driver's License.
