PC Res 4150 (2)RESOLUTION N0.4150 BEING A RESOLUTION OF THE PLANNING COMMISSION OF THE CITY OF CAMPBELL RECOMMENDING THAT THE CITY COUNCIL DESIGNATE 146 W. CAMPBELL AVENUE, 266 W. CAMPBELL AVENUE, 616 EL PATIO DRIVE, 35-45 S. FIRST STREET AS HISTORIC RESOURCE INVENTORY PROPERTIES. FILE IVO.: PLN2014-93. After notification and public hearing, as specified by law and after presentation by the Community Development Director, proponents and opponents, the hearing was closed. After due consideration of all evidence presented, the Planning Commission did find as follows with respect to application PLN2014-93: Environmental Finding 1. The project qualifies as a Categorically Exempt project per Section 15331, Class 31 of the California Environment Quality Act (CEQA), pertaining to projects involving the maintenance, rehabilitation, restoration, preservation, or reconstruction of historical resources, provided that the activity meets published federal standards for the treatment of historic properties. Evidentiary Findings 1. The above referenced properties are recommended for the Historic Resource Inventory designation as, they are locally important and convey Campbell's image as a distinct community within Santa Clara County. 2. The property owners of the above referenced properties, as owners of potential historic resources, understand the importance and significance of each of the properties and that retention benefits the community. 3. Historic resources have intrinsic value and are an important part of modern life and should be identified for the community's knowledge and benefit. 4. Of the City's 16,103 housing units, less than 1.5% have been designated as historic resources or are currently under consideration for designation. 5. Each historic building and structure represents an investment, and listing on the Historic Resource Inventory may encourage maintenance and rehabilitation of older buildings and neighborhoods by allowing property owners to utilize tax incentives and the State Historic Building Code for repair and rehabilitation which can mean savings in energy, time, money, and raw materials. 6. Managing information about historical resources and making informed decisions regarding historic resources is a critical step in the planning process. Based upon the foregoing findings of fact and pursuant to Campbell Municipal Code Section 21.33.060(D), the Planning Commission further finds and concludes that: Planning Commission Resolution No. 4150 PLN2012-236 -Recommended Designation of Four HRI Properties Page 2 1. The proposed historic resource inventory properties possess significant aesthetic, architectural, cultural, or engineering interest or value of an historical nature. 2. An undue hardship has not been demonstrated by the owners of the properties proposed for designation. 3. Approval of the identified properties for addition to the historic resource inventory properties is consistent with the purposes and criteria of City of Campbell Historic Preservation C>rdinance and the General Plan. THEREFORE, BE: IT RESOLVED that the Planning Commission recommends that the City Council designates 146 W. Campbell Avenue, 266 W. Campbell Avenue, 616 EI Patio Drive, and 35-45 S. First Street as Historic Resource Inventory Properties.
