PC Res 4159RESOLUTION NO. 4159 BEING A RESOLUTION OF THE PLANNING COMMISSION OF THE CITY OF CAMPBELL RECOMMENDING THAT THE CITY COUNCIL ADOPT A NEGATIVE DECLARATION AND THE APPROVAL OF THE PROPOSED CHANGES TO THE LAND USE AND TRANSPORTATION ELEMENT OF THE GENERAL PLAN. PLN2014-162 After notification and public hearing, as specified by law, the Planning Commission did determine that the adoption of a Negative Declaration provides full and adequate environmental review for approval of the proposed changes to the Land Use and Transportation Element of the General Plan (PLN2014-162). The Planning Commission finds as follows: 1. The Initial Study and Negative Declaration determined that proposed amendments to the Land Use and Transportation element would not have a significant impact on the environment. 2. The proposed amendment is internally consistent with the goals, policies and actions of the General Plan. 3. The proposed amendment would not be detrimental to the public interest, health, safety, convenience or general welfare of the city. Based upon the foregoing findings of fact, the Planning Commission further finds and concludes that: 1. No substantial evidence has been presented from which a reasonable argument could be made that shows that the proposed changes to the Land Use and Transportation Element of the General Plan, as currently presented, will have a significant adverse impact on the environment. 2. The proposed changes to the Land Use and Transportation Element will bring the General Plan into compliance with the Complete Streets Act of 2008 by providing policy and strategies that create opportunity for improved convenience and safety for bicycle, pedestrian, disabled and public transit use of the City's streets and transportation infrastructure. 3. The Custodian of the Record for the Negative Declaration and Initial Study is the Public Works Department of the City of Campbell, located at 70 North First Street, Campbell, California. Planning Commission Resolution No. 4159 PLN2014-162 -Text Amendment -Land Use and Transportation Element Page 2 Based on the foregoing findings, IT IS HEREBY RESOLVED by the Planning Commission of the City of Campbell to recommend that the City Council adopt the proposed changes to the Land Use and Transportation Element of the General Plan as set forth in Exhibit A.
