BEING A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
l .CAMPBELL AUTHORIZING A PILOT RESIDENTIAL PARKING PERMIT
PROGRAM WHICH ESTABLISHES SPECIFIED PARKING TIME LIMITS FOR
CALIFORNIA STREET AND EL CAMINITO AVENUE
WHEREAS, the "4-C's" is the name given to themselves by the residents
residing on EI Caminito Avenue, California Street, Cherry Lane and Catalpa
Lane; and
WHEREAS, there is a perception by 4-C representatives that there is a shortage
of parking for residents during evening hours; and
WHEREAS, in recent years, residents in the 4-C's area have been experiencing
problems associated with on-street parking such as vehicles blocking driveways,
parking in excess of seventy-two hours, and parking in front of residential waste
tote bins on garbage pickup days; and
WHEREAS, complainants have reported parking violations to the Campbell
Police Department which has responded promptly to the calls for service; and
WHEREAS, staff has conducted a simple City survey of residents on California
Street and EI Caminito Avenue from October 17 to October 23, and a majority of
~ respondents have expressed an interest in starting a pilot residential parking
permit program; and
WHEREAS, the pilot residential parking program will last between 6 to 12
months and be limited to portions of California Street and EI Caminito Avenue, as
shown on the attached map; and
WHEREAS, Public Works Department staff will .custom order and install an
appropriate number of regulatory parking signs on the two participating streets;
and
WHEREAS, following the completion of the pilot period, staff would evaluate the
pilot program, and through consultation with the Police Department and
residents, make a determination on whether or not to continue the parking permit
program; and
WHEREAS, the evaluation will include staff's fiscal analysis and examination of
whether the parking issues were resolved or shifted to other areas.
NOW, THEREFORE, BE IT RESOLVED, that the City Council hereby directs the
City's Traffic Engineer to install the necessary signage to provide notice of the
residential parking restrictions; and

BE IT FURTHER RESOLVED, that residents, as shown on the attached map
and who desire a parking permit, would be required to purchase a parking permit
to be displayed in their vehicles during the hours of 10:00 pm to 6:00 am daily;
and
BE IT FURTHER RESOLVED, each of the residents, as shown on the attached
map, may purchase up to three (3) parking permits and receive up to two (2)
complimentary guest parking passes which can only be obtained at time of initial
residential permit purchase; and
BE IT FURTHER RESOLVED, that the City Council of the City of Campbell does
hereby authorize a pilot residential parking permit program for 6 to 12 months
only for portions of California Street and EI Caminito Avenue, as shown on the
attached map.
