City Engineer City of Campbell Re: Residential building addition to 424 Carlyn Avenue May 28, 1998 Dear Ms. Quinney, P.E., We are in the process of obtaining a building permit for our residence in Campbell. We have been informed by the Public works departrnent that in order to obtain our permit; one of the requirements is for us to plant street trees on our property. We have had some productive dealings with Mr. Housley and Mr. Westfall. As homeowners, we have planted one, soon to be, large eucalyptus tree in the middle of our front yard. We feel that any more trees planted in the front yard of our home is not what we have envisioned for our yard. We also feel that any more trees in our front yard would be inconsistent with the over-all 1950's horizontal-flat lying architectural look of the neighborhood. We also have concerns with the proximity of any new trees to the overhead wires above our sidewalk. Other points that we have discussed as a family • Shelleys Grandmothers 45 year old rose garden would be shaded • there is a telephone pole in one of the areas .garbage pick uparea - cans would have to be left on the sidewalk •we like having a large lawn for our children to play on •we would have to re-design our lawn's sprinkler system .would make the yard overcrowded .more shade then we want .there are no other houses on our section of Carlyn with these street trees We are hard working individuals that are excited about fixing up the home that vve love. This house has been in our family since it was built, but is just too small for a family of five. We love our neighborhood and community and are proud to be residents of the City of Campbell. We take pride in the appearance of our home and yard and would like to be able to maintain the vision that we have. Your letter identified many reasons for not installing street trees at this location, which I agree are valid. The City of Campbell works very hard to maintain it's status as a "Tree City, USA" and does have a program to install street trees in as many locations throughout the City as possible. However, I agree that a street tree at your location at this time is not appropriate. Eric and Shelley Hanson DISCUSSION: Public Works has the following comments: Street Improvements: Prior to issuance of any grading, drainage or building permits for the site, the applicant shall cause plans for public street improvements to be prepared by a registered civil engineer, pay fees, execute a street improvement agreement, post security and provide insurance necessary to obtain an encroachment permit for construction of the improvements, as required by the City Engineer. Streets which have been resurfaced within the previous 5 years will require boring and jacking for all new utility installations and will also require a pavement restoration plan for approval by the City Engineer prior to any utility installation.
