RESOLUTION AMENDING THE CLASSIFICATION AND SALARY PLAN
WHEREAS The City Manager is required by Section 2.12.030 of the Campbell Municipal
code to prepare and submit to the City Council recommendations for the reorganization
of offices, departments, and positions which are considered to be in the best interest of
efficient, effective and economical conduct of the municipal services provided by the City'
and
WHEREAS Title 2, Section 2.16 020 of the Campbell Municipal Code provides that the
City Council may from time to time, by resolution, change the compensation of
employees of said City and may by resolution, adopt salary and wage scales, and
WHEREAS a review has been conducted; and
WHEREAS an amendment to the current Classification and Salary Plan is needed to
meet the requirements of Municipal Code Section 2.12.030
NOW THEREFORE, BE IT RESOLVED that the City Council of the City of Campbell
does hereby approve the proposed class specification of Information Technology
Manager (Attachment B) and the recommended salary range as outlined in the Council
Report,

INFORMATION TECHNOLOGY MANAGER
DEFINITION
Under general direction of the City Manager manage and coordinate the programs and
operations of the Information Technology Division; manage the planning, budgeting,
implementation, maintenance and security of the City's Information Technology Division;
oversees network and infrastructure systems conversions and modifications; resolve
operational and technical problems; and performs related work as required.
TYPICAL DUTIES
Develop and update the Technology Master Plan, development and implementation of
goals, objectives, policies and priorities for the City's information technology services;
develop and administer the Information Technology Division's budget; forecast additional
funds needed for staffing, equipment, materials and supplies; monitor and approve
expenditures; prepare and monitor Division procurement processes, including requests
for proposals for goods/services, evaluate responses, conduct cost benefit analysis and
prepare staff reports for City Council with recommendations; negotiate and administer
vendor contracts; coordinate with the City Attorney on legal issues related to technology
actively participate in meetings with all user departments, service providers and the
City's contractors regarding the City's long and short-term technology needs; monitor
and evaluate the efficiency and effectiveness of service delivery methods and
procedures; assess and monitor administrative and support systems; identify
opportunities for improvement; implement recommendations; evaluate
hardware/software and operating systems software research and evaluate technical
products in the marketplace to facilitate hardware and software enhancements; attend
and participate in professional group meetings; attend conferences and training sessions
and perform other related duties as required.
EMPLOYMENT STANDARDS
Education and Experience: Equivalent to a Bachelor's Degree from an accredited
college or university with major course work in computer
science information systems, business administration or
a related field; and seven years of increasingly
responsible information systems experience, including
telecommunications, with at least two years in a
supervisory capacity
Knowledge of Applicable federal, state, and local laws, rules, and
policies regarding local government operations; principles
and practices of municipal budget preparation and
administration; organizational and management practices
as applied to the analysis and evaluation of programs,
policies and operational needs; operational
characteristics, services and activities of a
comprehensive information technology program;
principles of systems analysis and design, data base
management and on-line computer programming;
principles of supervision, training and performance
evaluation; principles of network management,
information security disaster recovery and systems
availability principles of business intelligence, data

warehouse, and data center operations; principles of
Geographic Information systems (GIS), virtualization, and
client services; principles of web services, SaaS and
application service provider offerings.
Ability to Effectively plan, organize, direct and coordinate a
comprehensive Information Technology Division,
including supervision of professional and technical
personnel; properly interpret and make decisions in
accordance with laws, rules, and policies; effectively
identify and respond to issues, concerns and needs of
the City related to technology analyze organizational and
administrative problems; recommend and adopt an
effective course of action; supervise and conduct
analytical studies and prepare analytical reports of both
policy and administrative matters; communicate clearly
and concisely both orally and in writing; make effective
presentations before City Council, City staff and the
public; delegate authority and responsibility to
appropriate personnel; negotiate and implement effective
resolution to issues both internal and external to the
Division; establish and maintain effective working
relationships with those contacted in the course of work;
promote a team building atmosphere; provide a safe
working environment for personnel; select, train,
supervise, and evaluate professional and technical
personnel; do repetitive hand motion including simple
grasping and firm grasping when writing and
keyboarding; sit for prolonged periods of time working at
a computer or attending meetings; intermittently walk,
stand, kneel, bend, stoop, squat, crawl, climb ladders or
stairs, twist, reach, carry push, pull, lift at least 50 lbs.,
and drive. This position may be required to work
extended or irregular hours for critical issues; and may
need to be available for contact after normal business
hours.
Possession of A valid California Driver's License.
A Microsoft Certified System Engineer certificate (MCSE)
may be required.

implementation, maintenance and security of the City's Information Technology Division;
supervises and trains staff oversees network and infrastructure systems conversions
and modifications, directly performs work on systems; resolves operational and technical
problems; and performs related work as required.
TYPICAL DUTIES
Develops and updates the Computer Master Plan; evaluates and, as appropriate,
implements departmental requests for system enhancements/modifications; supervises
and provides for the training of Division personnel; manages all aspects of Division
operations and performs technical functions on systems, including user access
admission, file management, resource sharing and system security identifies sources of
operating problems, including hardware and software aspects for personal computer
systems, implements or recommends corrective action; prepares and administers the
Division budget; evaluates vendor products in accordance with City requirements and
specifications; recommends new or replacement products; negotiates and administers
vendor contracts; serves on user and management committees; attends conferences
and training sessions; provides end-user support as needed; may act as the Finance
Director in the Director's absence; and performs other related duties as required.
EMPLOYMENT STANDARDS

ups, anti-virus and security principles and applications of
information technology tools, including planning and
development of information and telecommunications
systems; web site development and maintenance,
network engineering; all aspects of personal computers;
the maintenance and repair of electronic and
communications systems; customer service principles;
and current information systems products and
developments.
Ability to Effectively manage all information technology operations
of the City acquire a thorough knowledge of all City-wide

and Police Department systems; acquire a thorough
knowledge of department and City policies regarding
information technology identify analyze, and assess
personal computer and network administration problems
and take appropriate corrective action; evaluate existing
system and software/hardware capabilities relative to'
user needs; implement changes or adjustments and
make recommendations as appropriate, effectively
communicate technical information at all organizational
levels, maintain effective working relationships with those
contacted in the course of work; and work extended or
irregular hours.
Possession of: A valid California Driver's License and a satisfactory
driving record.

is desired and may• be required within a designated
period of time from employment.
