CC Resolution 11812RESOLUTION NO. 11x12 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CAMPBELL AUTHORIZING THE PUBLIC WORKS DIRECTOR TO SUBMIT AN ACTIVE ,TRANSPORTATION PROGRAM (ATP) GRANT APPLICATION FOR THE EDEN AVENUE SIDEWALK IMPROVEMENTS PROJECT WHEREAS, in March 2015 the Califorhia Transportation Commission (CTC) issued its call for projects for the second cycle of the Active Transportation Program (ATP) grant; and WHEREAS, some of the goals of the Active Transportation Program are to increase the proportion of trips accomplished by biking and walking, increase the safety and mobility of non-motorized users, and ensure that disadvantaged communities fully share in the benefits of the program; and WHEREAS, the Active Transportation Program is funded from various federal and state funds appropriated in the annual Budget Act; and WHEREAS, there are both Statewide and Regional calls for projects; and WHEREAS, the Eden Avenue Sidewalk Improvements Project would design and construct a sidewalk on the east side of Eden Avenue between Hamilton Avenue and' the north city limits; install curb, gutter, and curb ramps; mark Eden Avenue with shared lane markings ("sharrows"); and install a flashing beacon system at the Eden Avenue/Rosemary Lane intersection; and WHEREAS, the preliminary cost estimate to prepare this plan is $240,000; and WHEREAS, the ATP Grant Program waives the 11.47-percent local match for safe routes to school projects like the Eden Avenue Sidewalk Improvement Project; and WHEREAS, ATP grant applications will be evaluated and ranked based oh benefit-to- cost ratio; and WHEREAS, to improve the project's benefit-to-cost ratio, staff recommends that the City volunteers $40,000 in storm drain fees for the storm drain component of the project and 11.47 percent of remaining project costs, or $22,940 in Capital Improvement Program Reserve (CIPR) funds; and WHEREAS, the total out-of-pocket cost to the City would be $40,000 in storm drain fees and $22,940 in CIPR funds ($22,940), or a total of $62,940; and WHEREAS, grant applications must be postmarked by June 1, 2015. NOW, THEREFORE, BE IT RESOLVED, by the City Council bf the City of Campbell that the Public Works Director is authorized to submit both Statewide and Regional ATP grant applications for the Eden Avenue Sidewalk Improvements Project. BE IT FURTHER RESOLVED that the City of Campbell will provide $40,000 in storm drain fees and $22,940 in CIPR funds for the Eden Avenue Sidewalk Improvements Project.
