A RESOLUTION OF THE CITY COUNCIL
OF THE CITY OF CAMPBELL URGING ALL RESIDENTS AND BUSINESSES TO
IMMEDIATELY ADOPT WATER CONSERVATION PRACTICES TO ACHIEVE A
MINIMUM 30% REDUCTION IN WATER USAGE
WHEREAS, on January 17, 2014, the Governor of the State of California declared a
state of emergency in California, asking all Californians to reduce their water usage by
20% and on April 25, 2014, announced a continued state of emergency in California
due to continuing drought conditions; and
WHEREAS, on March 17, 2015, the State Water Resources Control Board adopted
Emergency Conservation Regulations prohibiting waste of potable water to maintain the
state's remaining water supplies in recognition of the fact that conservation is the
easiest, most efficient, and cost. effective way to reduce water demand and extend
water supplies; and
WHEREAS, on March 24, 2015, wholesale water provider Santa Clara Valley Water
District increased the conservation target from 20% to 30% based on 2013 usage, in
addition to limiting outdoor irrigation to two days per week through December 31, 2015;
and
WHEREAS, on April 1, 2015, the Governor directed the State Water Resources Control
Board to implement mandatory water reductions in cities and towns across California to
reduce water usage by 25% through February of 2016, and directing state agencies to
act to ensure water remains available for human health and safety, growing food,
fighting fires, and protecting fish and wildlife; and
WHEREAS, the City of Campbell has been a leader in local water conservation efforts
and has committed to reducing municipal water usage by 30%. Campbell's conservation
efforts include reducing water usage by 15% in high-use turf areas and community
spaces and by 35% in other passive-use turf areas. Water features in parks have also
been turned off.
WHEREAS, the Santa Clara Valley Water District and all local water retailers, including
San Jose Water Company, have adopted and implemented an outdoor watering
schedule based on customer addresses, whereby odd-numbered (or no) addresses are
allowed to water landscaping on Mondays and Thursdays and even-numbered
addresses are allowed to water landscaping on Tuesdays and Friday.
NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of Campbell
does hereby as follows:
The City of Campbell City Council urges all residents and businesses, regardless of
whether they are served by municipal water systems, private groundwater wells, or
other sources, to immediately adopt water conservation practices with the goal of
achieving the 30% target reduction in water usage based on 2013 water usage; and to
follow the outdoor landscaping watering schedule as implemented by both the Santa
Clara Valley Water District and the San Jose Water Company:
