A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CAMPBELL
AUTHORIZING THE CITY MANAGER TO DISPENSE WITH THE FORMAL
BID PROCESS AND ENTER INTO AN AGREEMENT WITH TRITECH
SOFTWARE SYSTEMS TO PROVIDE A SHARED COMPUTER-AIDED
DISPATCH AND MOBILE DATA COMPUTER SOFTWARE SOLUTION
HOSTED BY THE MILPITAS POLICE DEPARTMENT
WHEREAS, several of the public safety software applications currently in use by the Police
Department such as, the Computer-Aided Dispatch (CAD) system, the Records
Management System (RMS), and the Mobile Data Computer (MDC) system are outdated,
obsolete and at end-of-life; and
WHEREAS, She Police .Department is seeking to replace these crucial systems by
collaborating and consolidating with another agency(s) in Santa Clara County on a multi-
agency, multi-jurisdictional public safety software system; and
WHEREAS; staffs initial focus is oh the replacement of the" more `critical CAD and MDC
systems; and
WHEREAS, staff has identified two possible solutions for amulti-jurisdictional CAD/MDC
solution with .another Santa .Clara County agency either by collaborating with Mountain
View, Palo Alto, and Los Altos on their Intergraph solution or as part of a shared TriTech
solutioh with the Milpitas 'Police Department and eventually the Los Gatos Police
Department and Sunnyvale- Department of Public Safety; and
WHEREAS, staff has determined that partnering with the Milpitas Police Department for a
shared CAD and MDC solution provided by TriTech Software Systems is the solution that
best meets -the needs of the department, not only fiscally; 'but -based on the available
technical features, functionality; and ease ofi use of the TriTech software:
NOW, THEREFORE, BE IT.RESOLVED that the City Council of the City of Campbell
determines that it is in the best interests of the public to dispense with the formal bidding
process, and does hereby authorize She CityMahager to dispense with'the "formafBid ;
process and-enter into an agreement with TriTech Software'Systemsfora shared CAD and
MDC software solution, hosted by the Milpitas Police:Department.
