BEING A RESOLUTION OF THE PLANNING COMMISSION OF THE CITY
OF CAMPBELL RECOMMENDING APPROVAL OF THE SAN TOMAS
AREA NEIGHBORHOOD PLAN.
After notification and public hearings as specified by law on the proposed San
Tomas Area Neighborhood Plan, and after presentation by the Planning
Department, proponents and opponents, the hearing was closed.
After due consideration of all evidence presented, and based upon the
following findings, the Planning Commission did determine that there was a
significant need to adopt the San Tomas Area Neighborhood Plan.
The San Tomas Area Neighborhood Plan implements the existing
general plan policies for the San Tomas Area.
The development policies contained within the plan are consistent the
general plan policies for the San Tomas Area which promote
maintaining the low density characteristics of the neighborhood.
The transportation policies and alternative street designs contained
within the Plan implement the general plan policy of encouraging
alternative street improvements to reinforce the rural character of the
area.
An Initial Study has been prepared on the Plan, as required by the
California Environmental Quality Act.

A Negative Declaration is appropriate as no significant environmental
impacts have been identified to be associated with this project.
Based upon the foregoing findings of fact, the Planning Commission
concludes that:
1. The proposed San Tomas Area Neighborhood Plan will aid in
maintaining the rural characteristics of the area.
The proposed San Tomas Area Neighborhood Plan 'is compatible with
the general plan policies for the San Tomas Area and will aid the
harmonious development of the San Tomas Area.

The proposed San Tomas Area Neighborhood Plan would not be
detrimental to the health, safety, or welfare of the San Tomas Area or the
city as whole.

The Planning Commission does hereby recommend that the City Council
adopt a resolution enacting the necessary legislation to make the San Tomas
Area Neighborhood Plan effective.
