A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CAMPBELL
AUTHORIZING THE SOLE SOURCE PURCHASE OF IN-VEHICLE DIGITAL VIDEO REAR VIEW
MIRROR SYSTEMS
WHEREAS, the Information Technology Division has obtained a quote from Digital Ally in the amount of
$39,441 for the purchase of ten (10) Digital Ally Model DVM-800 In-Vehicle Digital Video Rear View Mirror
Systems and wireless access; and
WHEREAS, the Information Technology Division's Fiscal Year 16 Budget includes an appropriation for the
purchase of replacement in-vehicle video with wireless access for use by the Police Department; and
WHEREAS, the implementation of a wireless download system to allow in-car video cameras to automatically
download video that is stored on the camera when the car is stopped or parked will eliminate the need for
supervisors to manually download memory cards, saving time and reducing damage caused to the cameras by
constantly inserting and removing memory cards for downloading; and
WHEREAS, Section 3.20.030 of the Campbell Municipal Code provides for acquisition by negotiation when the
City Council determines that it is in the best interest of the public to dispense with the requirements of Section
3.20.050; and
NOW, THEREFORE, BE IT RESOLVED that the City Council hereby find and conclude that the purchase of a
Digital Ally In-Vehicle Digital Video Rear View Mirror System is desirable in order to save time and reduce
damage caused to cameras; and hereby recognizes Digital Ally as the Police Department's preferred provider
of this specialized equipment and authorizes its purchase by negotiated sale rather than competitive bid; and
THAT, the City Manager or his delegate is hereby authorized and directed to enter into a contract with Digital
Ally, 7311 West 130th Street, Suite 170, Overland Park, Kansas 662 for the purchase of ten (10) Digital Ally In-
Vehicle Digital Video Rear View Mirror Systems with wireless access.
