BEING A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
CAMPBELL AUTHORIZING THE DISTRIBUTION OF A REQUEST FOR
PROPOSAL (RFP) SEEKING A CONSULTANT TO FACILITATE THE
PREPARATION OF THE ENVISION CAMPBELL UPDATE TO THE
GENERAL PLAN AND AUTHORIZING THE CITY MANAGER TO
AWARD THE CONTRACT.
WHEREAS, the City of Campbell's General Plan was adopted in late 2001 to guide the
City's future development and to identify the provision of public services; and
WHEREAS, in January 2015, the City Council recognized that the General Plan no
longer represents the community's values and established a Council priority to update
the update the General Plan; and
WHEREAS, the-City Council adopted its Year 2015-2016 Operating Budget and
dedicated money and staff resources to update the General Plan; and
WHEREAS, the City seeks to solicit consulting services to facilitate the preparation of
the Envision Campbell Plan (also .referred to as the General Plan pursuant to State
Law), the Environmental Impact Report, and an optional Zoning Ordinance update; and
WHEREAS, the City Council has reviewed and accepted the draft RFP and found it to
represent the next logical step in the process of developing the Envision Campbell Plan;
and
WHEREAS, the City Council has approved a Council sub-committee consisting of
Council Members Gibbons and Cristina to review the proposals and interview the
consultants prior to forwarding their recommendation to the City Council for approval;
and
~ WHEREAS, the City Council agrees that after they approve the Consultant selection,
that a Professional Services Agreement will be required to which the City Manager will
be authorized to execute.
NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of Campbell
hereby authorizes the City Manager to issue a Request for Proposals (RFP) to facilitate
the preparation of the Envision Campbell Plan and authorizes the City Manager to
award the contract.
