AUTHORIZATION TO NEGOTIATE AND EXECUTE A CONSULTANT
SERVICES AGREEMENT WITH BIGGS CARDOZA ASSOCIATES FOR
A CITY HALL TIER I SEISMIC ASSESSMENT
WHEREAS, a Tier I seismic assessment and conceptual retrofit recommendations are needed
to understand the structural condition and seismic vulnerabilities of City Hall buildings; and
WHEREAS, Municipal Code section 3.20.091(3)(b) states that the City Council can determine
that the use of competitive bidding is not practical or advantageous if quality, availability or
capability is overriding in relation to price in procurement of research, development, technical
supplies or services; and
WHEREAS, the City seeks to hire Biggs Cardoza Associates, a structural engineering firm to
further conduct the Tier I seismic assessment; and
WHEREAS, Biggs Cardoza Associates has provided quality and cost competitive proposals to
the City of Campbell, specifically on the Tier I seismic assessment of the Library building
conducted in May 2015; and
WHERES, Biggs Cardoza Associates has prior experience and knowledge of Campbell
municipal buildings; and
WHEREAS, the City Council created a Civic Center Master Plan Reserve, with the adoption of
the FY 15-16 budget, to fund expenditures related to the completion of the Civic Center Master
Plan;
NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of Campbell hereby
determines that the use of a competitive bidding process to contract for a Tier I seismic
assessment of City Hall is not practical or advantageous; and authorizes the Public Works
Director to negotiate and execute a professional consulting services agreement with Biggs
Cardoza Associates to conduct a Tier 1 seismic assessment and conceptual retrofit
recommendations for City Hall;
BE IT FURTHER RESOLVED that the attached budget adjustment appropriating 527,850 from
the Civic Center Master Plan reserve is hereby approved.
