BEING A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CAMPBELL
AUTHORIZING THE CITY MANAGER TO EXECUTE A CONSULTANT CONTRACT
WITH SILICON VALLEY COMMUNITY FOUNDATION (SVCF)
FOR THE PREPARATION OF A NEXUS STUDY
WHEREAS, housing affordability is a major issue in the Bay Area, with a shortage of
affordable housing for lower-income renters, impacting the City's ability to maintain civic
workforce occupations such as public safety workers and teachers; and
WHEREAS, the City desires that a study be prepared that analyzes whether there is a
reasonable relationship between the development of new market rate residential rental
units and the need to increase the supply of hew affordable housing; and
WHEREAS, the shared cost of a multi-city nexus study would be less than the cost if
the City of Campbell performed the study on its own; and
WHEREAS, the information provided by the study could help inform the Council's
decision on whether to implement fees in the future, but does not obligate the City of
Campbell to implement any fees; and
WHEREAS, the City believes that a competitive bidding process can be waived in order
to maintain consistency in the consultant's understanding of the multi-city effort; and
WHEREAS, the City will not expend funds from the Housing Impact Fee on any specific
development prior to the completion of environmental review for such specific
development, thus the adoption of this Resolution is not a project under the California
Environmental Quality Act guidelines found in Title 14 of the California Code of
Regulations at Section 15378(b)(4).
NOW THEREFORE, BE IT RESOLVED, that the City Council of the City of Campbell
herby authorizes the City Manager to execute a consultant contract, not to exceed
$40,000, with the Silicon Valley Community Foundation for the preparation of a nexus
study and feasibility study.
