A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CAMPBELL
APPROVI NG A BUDGET ADJUSTMENT FOR THE HAMILTON AVENUE-
BASCOM AVENUE I INTELLIGENT TRANSPORTATION SYSTEMS PROJECT
WHEREAS, the Hamilton Avenue-Bascom Avenue Intelligent Transportation
Systems (ITS) Project (CIP No. 14-MM) was awarded a VRF RITSMS grant
for the original amount of $125,000; and
WHEREAS, the project scope included the synchronization of traffic signals on
West Hamilton Avenue between Phoenix Drive and Eden Avenue; and
WHEREAS, on February 3, 2015, the City Council adopted Resolution No.
11775 authorizing the Public Works Director to execute the Memorandum of
Understanding for sharing traffic signal status information and setting up a
virtual private network (VPN) between the City of Campbell and the County of
Santa Clara's respective traffic signal systems; and
WHEREAS, in June 2015 staff learned that the County had upgraded to
Version 2 of their Advanced Traffic Management System (ATMs) software which
is incompatible with the City's ATMs Version 1; and
WHEREAS, the City would need to upgrade to ATMs Version 2 to allow the
VPN to share signal status information; and
WHEREAS, the ATMs software writer proposed a reduced upgrade price of
$15,000 that would also include aone-year maintenance agreement; and
WHEREAS, staff approached VTA to request $15,000 in VRF funds to be added
to the Hamilton Avenue-Bascom Avenue ITS Project 14-MM; and
WHEREAS, on September 3, 2015, the VTA Board approved an additional
$15,000 of VRF funds to the Hamilton Avenue-Bascom Avenue ITS Project 14-
MM; and
WHEREAS, on October 6, 2015, the City and VTA executed an amendment
to the funding agreement that increased the project fund amount to $140,000; and
WHEREAS, a budget adjustment in the amount of $15,000 is required to
acknowledge and add the newly approved $15,000 in additional VRF funds
available to upgrade the City's ATMs to Version 2; and
WHEREAS, without the upgrade, it would not be feasible to synchronize West
Hamilton Avenue traffic signals with the County's signal at San Tomas
ExpresswayM/est Hamilton Avenue
NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of Campbell
approves the budget adjustment allocating $15,000 in VRF local funds to the
Hamilton Avenue-Bascom Avenue Intelligent Transportation Systems (ITS) Project 14-
MM and related transfers.
