A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CAMPBELL
AUTHORIZING THE PURCHASE OF EQUIPMENT FOR THE WEST CAMPBELL
AVENUE-DOWNTOWN INTELLIGENT TRANSPORTATION SYSTEMS (ITS)
PROJECT 16-NN
WHEREAS, the West Campbell Avenue-Downtown Intelligent Transportation Systems
(ITS) Project (Project) is included in the City's Capital Improvement Plan; and
WHEREAS, the Project would purchase, for various signalized intersections, traffic
signal controllers and communication equipment including wireless interconnect
antennae and Ethernet routers to link to the City's Advanced Traffic Management
System (ATMs) in City Hall; and
WHEREAS, the Project would bring approximately 20% of the City's traffic signals
online with the City's ATMs and allow staff to monitor signal status, upload and
download signal timing changes from City Hall and the Service Center, and receive
alarms resulting from signal equipment malfunctions; and
WHEREAS, staff recommends the purchase of this equipment prior to soliciting bids for
installing the equipment to avoid contractor's mark-up costs; and
WHEREAS, the preliminary engineer's estimate for six controller cabinets is
$72,700; and
WHEREAS, the City's purchasing policy requires Council approval of equipment
purchases exceeding $25,000; and
WHEREAS, staff recommends authorizing the Public Works Director to advertise and
award the equipment contract to the lowest responsible bidder in the amount not to
exceed $72,700 and to encumber a 10% contingency not to exceed $7,270 for a total
encumbrance of $79,970.
NOW, THEREFORE, BE R RESOLVED that the City Council authorizes the Public
Works Director to advertise and award the equipment contract for controller cabinets to
the lowest responsible bidder in an amount not to exceed $72,700 and to encumber a
10% contingency not to exceed $7,270 for a total encumbrance of $79,970 for the West
Campbell Avenue-Downtown ITS Project 16-NN.
